Aiming to enhance the capabilities of senior financial security and law enforcement officers in identifying, preventing, and combating financial and economic crimes on a global scale, Rashtriya Raksha University (RRU), in collaboration with The Indian Technical and Economic Cooperation (ITEC) of the Ministry of External Affairs  is launching a 14-day training for them, says an RRU release.

It will be launching as Capacity Building Training Program titled “New Frontiers in Combating Financial & Economic Crimes: Towards Global Financial Security.” This residential program will run from 10 July 2024 to 23 July, 2024, bringing together 30 senior financial security and law enforcement officers from African and Asian Nations, including Vietnam, Morocco, Maldives, South Sudan, Nigeria, Mali, Gana, Zimbabwe among the others.

“The primary objective of this comprehensive training program is to enhance the capabilities of senior financial security and law enforcement officers in identifying, preventing, and combating financial and economic crimes on a global scale. At Rashtriya Raksha University, the participants will take part in gaining advanced knowledge and practical skills as this program aims to foster international cooperation and strengthen global financial security,” the statement added.

This training program aligns with the upcoming Master’s Program on Economic and Financial Crimes (MEFC) which is offered exclusively by Rashtriya Raksha University. The MEFC program provides a comprehensive understanding of economic and financial crimes, encompassing compliance mechanisms, criminal methods, investigative techniques, regulatory frameworks, and enforcement strategies in the Indian and Global context. The curriculum of MEFC emphasizes significantly on the judicial pronouncements that have shaped financial criminal law, providing a well-rounded perspective on its complexities and application.

Additionally, the training program is in synergy with India’s new criminal laws, namely the Bharatiya Nyaya Sanhita, 2023. Under section 111 and section 113, these laws emphasize economic offences as part of organized crime and recognize economic security as an essential element of the Indian financial architecture. By aligning with these legislative and judicial developments, this training program ensures that participants are well-versed in the latest legal frameworks and prepared to address contemporary challenges in financial crime prevention and enforcement in their respective countries.

In an era, which is increasingly marked by sophisticated financial crimes, this training program is crucial for several reasons such as promoting global security, fostering international collaboration, and enhanced capacity building of government officials of Asian African countries. Furthermore, through this training program, Rashtriya Raksha University aims to highlight the need for multi-agency efforts to disrupt complex criminal networks to launder money and the nature of the crime usually proceeds across borders. Thus, the training program’s schedule ensures a balanced mix of theoretical knowledge and practical application, providing participants with the tools necessary to tackle financial crimes effectively.

The inaugural session of this programme would take place on Wednesday, 10 July which will be graced by Madhabi Puri Buch (Chairperson, Security and Exchange Board of India), S. Sundari Nanda, IPS (Special Secretary – Internal Security, Ministry of Home Affairs, Government of India), and Prof Dr Bimal N Patel, Vice Chancellor, Rashtriya Raksha University, Gandhinagar.
