GANDHINAGAR, GUJARAT, JULY 8

A delegation of 20 senior Sri Lankan police officials, holding the rank of Deputy Inspector General (DIG) and above, participated in a strategic exposure visit to Rashtriya Raksha University (RRU) in Dehgam, Gujarat, India on Monday.

From July 9th to 11th, 2025, the Sri Lankan delegation will be in New Delhi for engagements with key Indian law enforcement and internal security agencies under the Ministry of Home Affairs-NE photo

The visit, organized as part of India’s ongoing development cooperation with Sri Lanka, provided the Sri Lankan officials with insights into RRU’s functions and its contributions to strengthening national security within Bharat (India). The Ministry of External Affairs (MEA), Government of India, fully funded this initiative, underscoring India’s commitment to fostering institutional linkages and promoting regional security cooperation.

The program, implemented by RRU, an Institution of National Importance under the Ministry of Home Affairs (MHA), focused on showcasing the university’s expertise in national and internal security education, training, and research. The visit aimed to facilitate knowledge exchange and collaboration between the two nations in the crucial domain of security. The exposure visit is a testament to the strong bilateral ties between India and Sri Lanka and their shared commitment to regional stability and cooperation.

The initial phase of the visit, scheduled for July 7th and 8th, 2025, involved comprehensive interactions with RRU faculty. These sessions covered a range of critical areas, including best practices in policing, counterterrorism strategies, cybercrime investigation techniques, prison management protocols, leadership development, and the application of modern policing technologies.

Key RRU officials who participated in the visit included Prof. (Dr.) Kalpesh H. Wandra, Pro-Vice Chancellor; Dr. Dharmeshkumar Prajapati, Registrar; Dr. Jasbirkaur Thadhani, University Dean; and Mr. Ravish Shah, Director, International Cooperation & Relations Branch. The visit underscored RRU’s commitment to fostering international collaboration and sharing expertise in the field of national security.

During the welcome address, Pro-Vice Chancellor of RRU, Prof. (Dr.) Kalpesh H. Wandra, emphasized the significance of the visit. He stated that the strategic visit of Sri Lankan Police officials will help them to understand the Vision & Mission of the University and how this is different from other traditional universities of the Nation. He further extended a warm welcome to the officials, expressing hopes for enhanced relations across various sectors.

Whereas, Dr. Neerja Gotru, IPS, DGP & Chairman Gujarat Police Recruitment Board & Training, shared her expertise on counter-terrorism strategy and discussed a pilot project between RRU and the Gujarat Police. Yagama Indika De’Silva, Defence Attaché, Sri Lanka, highlighted the importance of bilateral relations between Sri Lanka and India.

The visit provided an opportunity for the Sri Lankan officials to gain insights into RRU’s operational framework and its contributions to national security. The interactions with faculty members aimed to facilitate a deeper understanding of the university’s vision and mission, highlighting its distinct approach compared to conventional academic institutions.

From July 9th to 11th, 2025, the Sri Lankan delegation will be in New Delhi for engagements with key Indian law enforcement and internal security agencies under the Ministry of Home Affairs (MHA). These agencies include the National Disaster Response Force (NDRF), the Central Bureau of Investigation (CBI), the National Security Guard (NSG), the National Investigation Agency (NIA), the Central Industrial Security Force (CISF), the Border Security Force (BSF), and the Delhi Police. This phase aims to foster meaningful collaboration and knowledge exchange in various aspects of security and law enforcement.

The visit of senior officials to RRU indicates a commitment to enhancing the capabilities and effectiveness of the Sri Lankan police force through exposure to international best practices and advanced training methodologies.

The visit to RRU provided a valuable opportunity for the Sri Lankan officials to gain insights into modern policing strategies and technologies, fostering collaboration and knowledge sharing between the two nations.
