In a major step toward enhancing India’s national security education and field preparedness, the Rashtriya Raksha University (RRU) — the country’s pioneering National Security and Police University under the Ministry of Home Affairs — has entered into a strategic partnership with the Counter-Insurgency and Jungle Warfare School (CI&JWS), Sashastra Seema Bal (SSB), Gwaldam. The two institutions signed a Memorandum of Understanding (MoU) virtually on Tuesday, aimed at strengthening training, research, and capacity building in counter-insurgency and jungle warfare operations.

The virtual signing ceremony was graced by Prof. (Dr.) Kalpesh H. Wandra, Pro Vice-Chancellor, RRU; Avinash Kharel, Dean, Accreditation and Affiliation; and Ranganadh Chintada, Officiating Deputy Inspector General, CI&JWS, SSB Gwaldam, along with officers and personnel from both institutions.
Highlighting the significance of the partnership, Dr. Wandra said, “This collaboration will bridge the gap between research-driven academic insight and ground-level experience, ensuring that India’s security apparatus benefits from both innovation and practical preparedness.”
Representatives from CI&JWS emphasized that the MoU will promote tactical training, simulation-based learning, and modern operational strategies in counter-insurgency and border management. Shri Ranganadh Chintada noted that the partnership will strengthen accreditation, joint certification, capacity building, and expertise exchange, advancing both institutions’ shared commitment to national security excellence.
Under this MoU, training programmes conducted by CI&JWS, SSB, Gwaldam will be accredited and jointly certified by RRU, ensuring academic recognition, quality assurance, and alignment with national professional training standards. The collaboration will focus on:
- Developing and delivering joint training and certification programmes for SSB personnel;
- Faculty and expert exchanges for lectures, workshops, and seminars;
- Collaborative research on emerging security threats and counter-insurgency strategies; and
- Internships and field visits for RRU students to gain hands-on exposure to real-world operations.
The partnership reinforces RRU’s mission to serve as a Centre of Excellence in security, policing, and strategic studies, while complementing SSB’s ongoing efforts to modernize training and enhance field readiness in difficult terrains.
The ceremony concluded with both institutions reaffirming their commitment to sustained engagement, knowledge sharing, and collaborative innovation to advance India’s national security and defense preparedness through education, training, and research synergy.
