In a landmark move with far-reaching social and political implications, Tamil Nadu Chief Minister M K Stalin on Saturday announced the Tamil Nadu Assured Pension Scheme (TAPS), fulfilling a long-pending demand of government employees and teachers that has echoed for over two decades.

The announcement marks a major shift in the state’s pension framework and is widely seen as the DMK government’s most decisive step towards honouring its 2021 poll promise of restoring pension security, following the replacement of the Old Pension Scheme with the Contributory Pension Scheme in 2003.

  • 50% of last drawn salary guaranteed as pension under new TAPS
  • Employees to contribute 10%, government to bear remaining share
  • DA hikes, family pension and minimum pension assured
  • ₹13,000 crore immediate impact on state exchequer

Under TAPS, government employees are assured a pension equal to 50% of their last drawn monthly salary. Employees will contribute 10% of their salary, while the government will fund the remaining portion, ensuring income stability after retirement.

The scheme also brings parity with serving employees by guaranteeing Dearness Allowance (DA) hikes every six months, alongside a family pension provision, under which nominees will receive 60% of the pension in the event of the employee’s death.

In a significant relief measure, TAPS assures a minimum pension even for employees who retire without completing the qualifying service period. An ex gratia pension has also been announced for those who entered service under the Contributory Pension Scheme but retired before the rollout of TAPS.

Further strengthening retirement security, the government has enhanced gratuity benefits up to ₹25 lakh, applicable on retirement or death, depending on the length of service.

The scheme will have a substantial fiscal impact, with the state government estimating an immediate cost of ₹13,000 crore and a recurring annual expenditure of ₹11,000 crore.

Welcoming the announcement, government employee associations—including JACTO-GEO—celebrated the moment by sharing sweets with Chief Minister M K Stalin at the Secretariat, calling it a “historic correction” and a long-awaited victory for employees and teachers across the state.

With TAPS, the DMK government has not only addressed a simmering grievance but also reshaped Tamil Nadu’s pension landscape, placing assured social security back at the centre of public service.
