NE PARLIAMENT BUREAU
NEW DELHI, MAR 11

The Union government has collected ₹20,383 crore in toll revenue from National Highways passing through Gujarat over the last five years, while allocating ₹47,236 crore for the development and maintenance of highways in the state during the same period.

The details were shared by Nitin Jairam Gadkari in the Rajya Sabha on March 11 while replying to a question raised by Parimal Nathwani.

Nathwani sought information on toll collection figures, allocation for highway development and maintenance, and timelines for key road infrastructure projects across Gujarat.

Key Highway Projects and Timelines

Responding to the queries, the minister provided updates on major highway corridors, particularly along the National Highway 48 linking Mumbai and Ahmedabad.

For the Vapi–Surat and Surat–Bharuch stretches, the six-laning work has been completed and the corridor is currently maintained under the Performance Based Road Maintenance Contract (PBMC) mode. Construction of 16 bridges, flyovers and vehicular underpasses is underway and expected to be completed by January 2027.

The Bharuch–Vadodara stretch of NH-48 had already completed six-laning in 2011 and is currently under maintenance under PBMC. However, seven bridges and flyovers/vehicular underpasses are still under construction and are scheduled for completion by December 2026.

Similarly, the Vadodara–Ahmedabad stretch has completed six-laning and operates under the Build-Operate-Transfer (BOT) model. The remaining six-laning work on the Shamlaji–Mota Chiloda section is targeted for completion by June 2026, the minister informed.

Progress on Other Strategic Corridors

On National Highway 27, the Rajkot–Jetpur section is currently undergoing six-laning and is expected to be completed by January 2027.

The Ahmedabad–Rajkot project, meanwhile, falls under the jurisdiction of the Government of Gujarat and is being executed through the state’s own budgetary resources.

The minister also informed the House that construction of the Delhi–Mumbai Expressway is currently underway and targeted for completion by March 2028.

Toll Collection vs Allocation

According to the data shared in Parliament, toll collection from Gujarat’s National Highways has steadily increased over the past five years, while significant funds have also been allocated for highway development and maintenance.

Financial Year Toll Collection (₹ crore) Allocation for Development & Maintenance (₹ crore)
2020–21 3178.58 7533
2021–22 3744.36 10710
2022–23 4090.04 9831
2023–24 4394.82 10900
2024–25 4975.20 8262

Officials noted that continued investments in highway infrastructure are aimed at improving logistics efficiency, easing traffic congestion and strengthening connectivity across Gujarat’s industrial and port corridors.
