At the core of this transformation is the sanction for provision of on-board Kavach equipment for 232 locomotives in Southern Railway at a cost of ₹208.81 crore, positioning the zone as a frontline executor of India’s indigenous train collision avoidance ecosystem.
- Southern Railway emerges as the lead beneficiary in ₹1,364.45 crore nationwide safety and signalling overhaul
- 232 locomotives to be equipped with Kavach Version 4.0 under ₹208.81 crore allocation
- Project anchored in ₹27,693 crore national LTE-backed Kavach modernisation blueprint
- Fibre backbone and interlocking upgrades across zones to amplify Southern Railway’s operational synergy
The proposal forms part of the umbrella work titled “Provision of Kavach with communication backbone of Long-Term Evolution (LTE) on balance routes of Indian Railways (Umbrella Work 2024–25)”, included in the Works Programme (Pink Book) 2024–25, with an overall cost of ₹27,693 crore under PH-33.
A sub-umbrella allocation of ₹2,950 crore has been earmarked for Southern Railway under this programme. The present work has been proposed within this sub-umbrella and covers installation of Kavach Version 4.0 equipment on locomotives.
Southern Railway: Nerve Centre of Kavach Rollout
With 232 locomotives set to be upgraded, Southern Railway is poised to:
- Lead real-time train protection systems integration
- Enhance collision avoidance capability across key routes
- Strengthen driver assistance and signalling synchronisation
- Accelerate transition to automated safety frameworks
This project rollout places Southern Railway at the cutting edge of safety innovation, directly impacting passenger security and operational reliability.
Pan-India Backbone Strengthens Southern Operations
While Southern Railway anchors the Kavach locomotive deployment, parallel investments across other zones will reinforce its operational ecosystem:
- ₹400.86 crore OFC backbone expansion in Northern Railway
- ₹176.76 crore fibre network across 2,196 RKm in North Central Railway
- ₹578.02 crore electronic interlocking upgrade in South Central Railway
These initiatives will enhance inter-zonal communication, signalling precision and network-wide data flow, indirectly amplifying Southern Railway’s efficiency and responsiveness.
Strategic Business Impact
The focused investment in Southern Railway signals a clear strategic prioritisation:
- Safety Leadership: Early adoption of Kavach 4.0 at scale
- Operational Efficiency: Seamless integration with LTE-based communication backbone
- Capacity Optimisation: Reduced delays and improved train handling
- Future Readiness: Alignment with India’s vision of a zero-collision railway network
