In a major boost to India’s rural transformation narrative, Reliance Foundation and Observer Research Foundation (ORF) have unveiled a landmark study documenting how decade-long grassroots interventions across 3,000 villages are helping build resilient and self-reliant rural ecosystems aligned with the vision of Aatmanirbhar Bharat.

Titled “A Decade of Doing More: Evaluating Development Interventions in India’s Rural Frontiers,” the collaborative study presents one of the most extensive evidence-based analyses of rural livelihood transformation through integrated CSR and community-driven development initiatives.

The findings were unveiled at a high-level roundtable discussion titled “Towards an Atmanirbhar Gaon: What Lies Ahead for Rural India in the Next Decade” held in New Delhi.

3,000 Villages, Four States, One Rural Transformation Mission

The study evaluates the long-term impact of development interventions carried out over a 10-year period across four rural clusters:

  • Balangir in Odisha
  • Mandla in Madhya Pradesh
  • Adoni in Andhra Pradesh
  • Radhanpur in Gujarat

Researchers conducted deep livelihood and socio-economic assessments covering more than 2,100 households, focusing on how targeted interventions improved living standards, strengthened local institutions and enabled communities to transition out of poverty.

The report concludes that sustainable rural transformation is most effective when driven through integrated, community-led development models supported by collaboration among civil society, academia, government and the private sector.

Community Institutions Key to Self-Reliant Villages

Presenting the findings, researchers from ORF and Reliance Foundation highlighted how grassroots participation and local institutional strengthening emerged as central pillars of successful rural development.

Dr. Nilanjan Ghosh, Vice President, Development Studies, ORF stressed the importance of context-sensitive development strategies.

“True progress is context-driven, rooted in resilience, inclusion and sustainability. When institutions evolve, communities find agency, and stakeholders work together through integrated action, we move beyond poverty alleviation towards creating self-reliant ecosystems that are robust, replicable and built for long-term change,” he said.

Reliance Foundation Highlights Collective Rural Action

Sudarshan Suchi, Chief Development Officer, Reliance Foundation emphasised that rural self-reliance can only emerge through community ownership and collaborative action.

“An Atmanirbhar Gaon is built when communities find their voice, strengthen local institutions, and come together to co-create solutions. Through collaboration, resilience, and collective action, Reliance Foundation aims to bring people together and continuously raise the bar for self-reliance,” he said.

The study also underlined the increasing role of digital technologies, data systems and artificial intelligence in strengthening local governance and accelerating rural resilience.

AI and Data Could Power Future Rural Governance

Abhinav Sen, Head, Rural Transformation Programme, Reliance Foundation, highlighted the transformative role technology could play in empowering Gram Panchayats and improving governance outcomes.

“Through convergence, community participation, and the power of data and AI, Gram Panchayats can be enabled to strengthen local governance, helping create resilient, inclusive and future-ready villages,” he said.

Experts at the roundtable discussed how digital governance tools, evidence-based policymaking and community participation could become critical drivers for the next phase of rural India’s development journey.

Women, Youth and Sustainability at Core of Future Strategy

The discussions also stressed the need for:

  • Stronger institutional capacity building
  • Greater participation of women and youth
  • Environmental sustainability and stewardship
  • Responsible use of digital technologies
  • Better convergence between public schemes and CSR programmes

Participants agreed that future rural development models must move beyond short-term welfare interventions and instead focus on building long-term resilience, local leadership and economic sustainability.

Towards a Nationwide ‘Atmanirbhar Gaon’ Movement

The roundtable concluded with a collective call for scaling successful grassroots models across India to create a nationwide movement for self-reliant villages.

Policy experts believe the Reliance Foundation-ORF initiative could serve as an important framework for future rural development strategies by combining community participation, institutional strengthening, data-driven governance and sustainable livelihood creation.

As India moves towards its Viksit Bharat 2047 vision, the study positions rural transformation not merely as welfare delivery, but as the foundation for a resilient and inclusive national growth story.
