Can Tamil Nadu turn its formidable industrial base, deep engineering talent pool and expanding electronics ecosystem into India’s next trillion-dollar technology opportunity—and, more importantly, into millions of high-value jobs for its young workforce?
The latest push by the Government of India offers a powerful answer.
- Two Electronics Manufacturing Clusters at Manallur and Pillapaikkam spread across 853.6 acres with a combined project cost of ₹1,012 crore
- Tamil Nadu already hosts 67 Government-supported electronics manufacturing plants across nine districts, strengthening its position as a national electronics hub

With two Electronics Manufacturing Clusters (EMCs) approved at Manallur and Pillapaikkam with a combined project cost of ₹1,012 crore, Tamil Nadu is poised to strengthen its position as one of India’s most important destinations for electronics manufacturing, semiconductor design, deep-tech innovation and technology-led employment.
The two clusters together cover 853.6 acres—474.3 acres at Manallur at a project cost of ₹587.47 crore and 379.3 acres at Pillapaikkam at a cost of ₹424.55 crore.
But the larger story is not just about two clusters.
It is about the creation of an integrated ecosystem—from manufacturing and semiconductor design to artificial intelligence, talent development and rural digital services—that could attract new investments, create high-skill employment and give Tamil Nadu a larger role in India’s ambition to become a global electronics and technology powerhouse.
₹1,012 crore clusters put TN on the investment radar
The Electronics Manufacturing Cluster scheme, conceived to create concentrated infrastructure and supply-chain advantages for electronics companies, is expanding Tamil Nadu’s investment appeal.
The Manallur and Pillapaikkam clusters are expected to strengthen the State’s ability to attract manufacturers, component suppliers, ancillary industries, logistics providers and technology enterprises.
Tamil Nadu already has a formidable electronics manufacturing footprint, with 67 Government-supported electronics manufacturing plants across nine districts:

- Chennai — 6
- Coimbatore — 1
- Kancheepuram — 38
- Krishnagiri — 8
- Thoothukudi — 2
- Tirunelveli — 1
- Tiruvallur — 6
- Vellore — 1
This geographical spread gives Tamil Nadu a substantial base for creating a deeper electronics value chain, linking large manufacturers with MSMEs, component makers, startups, engineering services and skilled professionals.
The job question: can electronics become TN’s next employment engine?
India’s electronics manufacturing journey has expanded dramatically since 2014.

India now manufactures approximately 99.2% of the mobile phones sold domestically, while mobile phones have emerged as the country’s single largest exported item.
The electronics manufacturing ecosystem is estimated to provide employment to nearly 25 lakh people.
For Tamil Nadu, the opportunity is particularly significant.
Every new manufacturing cluster can create a multiplier effect through direct factory employment, supplier networks, logistics, testing, maintenance, design, software, research and support services.
The real investment question, therefore, is not merely how many factories Tamil Nadu can attract—but how many high-value jobs and indigenous technology companies those factories can generate.
Semicon 2.0 opens a bigger window for Tamil Nadu
Semiconductors are the foundational technology behind modern industry, consumer electronics, defence, telecommunications, automobiles and virtually every emerging digital application.
The Government launched the Semicon India Programme in January 2022 to support semiconductor fabs, display fabs, semiconductor packaging and Indian-designed chips.
Under the programme, 12 semiconductor manufacturing projects across six States have been approved with total investment commitments of approximately ₹1.64 lakh crore. Commercial production has already commenced at three plants.
The Government has also clarified that Semicon 2.0, approved by the Cabinet on July 15, 2026, does not exclude segments earlier covered under the Semicon India Programme.
As projects approved under the original programme generate demand for upstream suppliers, Semicon 2.0 is designed to support a more complete semiconductor ecosystem.
This could open fresh opportunities for Tamil Nadu to attract investments in components, materials, equipment, packaging, testing, design and other upstream and downstream activities.
TN’s chip-design talent is already taking shape
The Government is supporting semiconductor design through the Design Linked Incentive Scheme, providing financial and infrastructure support—including access to electronic design automation tools—to startups and MSMEs.
Twenty-four semiconductor design projects have been approved for financial support, while 105 startups and MSMEs have received support for EDA tools.
Tamil Nadu has already emerged as a significant beneficiary.

- Mindgrove Technologies — Chennai
- InCore Semiconductors — Chennai
- MBit Wireless — Chennai
- Struent Semiconductors — Chennai
- PRSsemicon Technologies — Chennai
- Sicrest Semiconductors — Coimbatore
The presence of these companies creates the possibility of a powerful innovation chain linking universities, startups, chip designers, electronics manufacturers and global technology companies.
61 TN institutes Join INDIA’S semiconductor talent pipeline
The semiconductor industry needs a specialised workforce—and Tamil Nadu has one of the country’s deepest engineering and technical education ecosystems.
The Government of India is supporting semiconductor design talent development in 315 institutes nationwide, including 61 institutions across Tamil Nadu.
The network includes premier institutions and engineering colleges across Chennai, Coimbatore, Tiruchirappalli, Kancheepuram, Vellore, Madurai, Salem, Erode, Thanjavur, Namakkal, Virudhunagar, Tiruvallur and Kanniyakumari.
Among the institutions are IIT Madras, NIT Tiruchirappalli, IIITDM Kancheepuram, Anna University and its campuses, VIT, PSG College of Technology, Government College of Technology, SRM Institute of Science and Technology, SASTRA Deemed University, Amrita School of Engineering and several other engineering institutions.
The scale of the network is significant: it can help bridge the gap between classroom learning and the specialised requirements of chip design, embedded systems, semiconductor engineering and advanced electronics.
AI, deep tech and digital services add new investment layers
Tamil Nadu’s technology opportunity is no longer limited to electronics and semiconductors.
The IndiaAI Mission is supporting the development of indigenous Large Language Models and Small Language Models, with 20 sovereign model proposals identified for support, including 12 LLMs and eight SLMs.
The Government has also approved a scheme to establish 58 Artificial Intelligence Centres of Excellence across States and Union Territories, including two AI Centres of Excellence in Tamil Nadu.
The State’s digital infrastructure is equally extensive.
As of May 31, 2026, Tamil Nadu had 18,632 functional Common Services Centres, including 12,379 in rural areas at the Gram Panchayat or village level.
Nationwide, there are more than 5 lakh functional CSCs, including over 3.91 lakh in rural areas.
Together, these initiatives can create opportunities across manufacturing, chip design, AI, software, digital services, rural entrepreneurship and technology-enabled public services.
A technology ecosystem—and a job opportunity—in the making

The Government’s latest initiatives indicate that the building blocks are being put in place.
The bigger question now is: Will Tamil Nadu seize the opportunity to become not merely a manufacturing destination, but the design, innovation and talent capital of India’s electronics and semiconductor revolution?
