For millions of women, the price of a bus ticket can sometimes decide whether a workplace, classroom, hospital or essential service is within reach. On October 2, Tamil Nadu is set to widen that mobility window dramatically—with one question likely to matter most to passengers: how far can the new fare-free journey actually take them?

Chief Minister C Joseph Vijay is scheduled to launch the expanded ‘Vetri Payanam’ free bus travel scheme for women at the Koyambedu bus terminus in Chennai on October 2, coinciding with Gandhi Jayanti.

The expansion takes the existing facility beyond ordinary city and town buses and brings several additional categories of government services into the fare-free network.

According to the State government’s rollout figures, 12,692 buses operated by the seven State Transport Corporations will be covered—about 69% of the 18,413 scheduled buses. These services will account for 1,65,312 of the State’s 1,94,649 scheduled single trips, or about 85% of daily scheduled operations. The government expects around 84.32 lakh women to benefit every day.

The expanded programme is designed to enable women to travel to workplaces, colleges, hospitals and other essential destinations without the transport cost becoming a barrier.

From ordinary buses to a much wider network

Tamil Nadu’s existing free-travel facility for women was introduced in 2021 and primarily covered ordinary city and town buses.

Under Vetri Payanam, the coverage will now extend to Express, Limited Stop Service (LSS) and Deluxe buses operating in metropolitan and urban areas, besides Mofussil Ordinary buses and Ghat Ordinary buses operating on hill routes beyond 40 km.

The expansion follows the announcement made by the Chief Minister in the Assembly on August 24, with the stated objective of ensuring that women and girl students do not miss employment, education or other opportunities because of transportation costs.

For a woman who previously had to choose a slower ordinary bus because the faster service carried a fare, the expanded network could translate into greater flexibility.

For a student travelling to a college outside her immediate neighbourhood, it could mean another transport option.

For a working woman or patient, it could reduce the recurring cost of essential journeys.

Not India’s first free-travel model

While the scale of Tamil Nadu’s expansion is substantial, free bus travel for women is not new to India.

Karnataka’s Shakti scheme, introduced in 2023, provides eligible women—including students—free travel on specified Karnataka State Road Transport and urban transport services. The Karnataka government’s official portal states that there is no travel-distance limit for eligible travel within Karnataka, while certain luxury services are excluded.

Telangana’s Mahalakshmi scheme, launched in December 2023, provides free travel to women, girls and transgender persons domiciled in the State on specified Telangana State Road Transport Corporation services. The Telangana government’s Socio-Economic Outlook 2024 records that there is no limit on either distance travelled or number of journeys within the State.

Andhra Pradesh followed with Stree Shakti, launched on August 15, 2025. The Andhra Pradesh State Road Transport Corporation describes it as a flagship welfare initiative providing free bus travel for girls, women and transgender citizens domiciled in the State.

Kerala, too, introduced its Priyadarshini Free Travel initiative in June 2026, with government data showing substantial daily utilisation during its initial months.

The broader national trend therefore places Vetri Payanam within an expanding policy landscape in which States are using public transport to address women’s mobility and access to education, employment and healthcare.

What distinguishes Tamil Nadu’s October 2 rollout is the scale at which it is widening its own existing network—bringing 12,692 buses and 85% of scheduled single trips within the designated coverage.

But how far can a woman travel free?

That is likely to become the most important practical question after the launch.

A bus operating over a particular distance does not automatically mean that a passenger is entitled to travel that entire distance free of charge. Similarly, the fact that several eligible services connect different towns does not, by itself, establish that a passenger can undertake a lengthy multi-stage journey without paying anything.

This distinction becomes particularly important for women planning journeys involving multiple buses.

For example, a passenger may contemplate travelling through a chain of services connecting Chennai, Chengalpattu, Tindivanam, Villupuram, Vriddhachalam, Tiruchi, Dindigul, Madurai, Virudhunagar, Kovilpatti, Tirunelveli, Nagercoil and Kanyakumari.

The existence of such a connected transport network should not be interpreted as confirmation that the entire journey is fare-free.

Passengers will therefore need clear information on:

  • Which specific services qualify;
  • Whether any distance ceiling applies;
  • Whether the benefit continues after changing buses;
  • Whether every leg of a multi-stage journey is covered; and
  • How the fare exemption is recorded through the ticketing system.

These details will determine how confidently beneficiaries can use the expanded facility.

ETMs become the crucial link

The State has completed integration of the buses covered under Vetri Payanam with Electronic Ticketing Machines (ETMs). Testing and verification were scheduled ahead of the rollout, followed by trial operations.

That technological integration is important because the passenger experience ultimately happens not in a government order, but inside a moving bus.

The conductor needs to know instantly whether a passenger’s journey qualifies.

The passenger needs to know the same thing.

And where services change midway through a journey, the rules must be sufficiently clear to prevent confusion.

A transparent route-wise information system at terminals, bus stops, depots and through digital channels could therefore become as important as the scheme itself.

A national mobility experiment

The different State models also show that there is no single template for women’s free bus travel.

Karnataka officially provides the benefit without a distance limit for eligible intra-State journeys, while excluding specified luxury services.

Telangana’s official socioeconomic report similarly records unrestricted distance and number of journeys within the State for eligible beneficiaries.

Andhra Pradesh’s Stree Shakti extends the facility to women, girls and transgender citizens domiciled in the State.

Tamil Nadu is now widening its own programme by adding Express, LSS, Deluxe and selected mofussil and hill services.

The approaches differ, but the underlying policy objective is similar: reduce transport costs so that mobility does not become a barrier to opportunity.

Beyond a free ride

The real significance of Vetri Payanam will therefore be measured not merely by the number of complimentary tickets issued.

  • It will be measured by what those journeys enable.
  • A student reaching college.
  • A woman reaching work.
  • A patient reaching a hospital.
  • A family member accompanying someone for treatment.
  • A woman travelling farther because the cost of the journey no longer forces her to turn back.

The State has put the numbers on the table: 12,692 buses, 1,65,312 scheduled single trips and an estimated 84.32 lakh women beneficiaries every day.

Now comes the more important test—making sure every eligible passenger understands exactly where the fare-free road begins, where it ends and how the entitlement works when the journey crosses from one bus to another.

As Vetri Payanam takes off on Gandhi Jayanti, Tamil Nadu is not pioneering the idea of women’s free bus travel in India.

But it is substantially widening its own mobility net.

And for the women waiting at the bus stop, the most consequential question may be the simplest:

“How far can I go today without having to count the cost?”
