The public sector oil major and top Mini-Ratna – Indian Oil Corporation Limited (IOCL) will invest over Rs. 54,000 crore in the next few years in Tamil Nadu, said V C Asokan, Executive Director & State Head, State Level Co-ordinator for Oil Industry for Tamil Nadu & Puducherry here on Thursday.
Addressing the media after a long gap, Asokan said, “IOCL is in the process of commissioning New 9 MMTPA grass-roots refinery at an estimated cost Rs 35,580 crore in about 1,300 acres at Nagapattinam. The new refinery will produce petrol & diesel of BS-VI specifications and also Polypropylene.”

“A new terminal will be established at Asanur at an estimated cost of Rs 466 crore near Villupuram, another terminal to be commissioned at Vallur at a cost of Rs 724 crore.
Besides these, the IOCL also commissioning a Captive POL/LPG jetty at Kamarajar Port at an estimated cost of Rs 921 crore. World’s 2nd largest Integrated Lubes Complex at Ammulvoyyal Village at a cost of Rs 1,398 crore, Product Pipelines – Rs 2,600 Crore; Gas Pipelines (including LPG) – Rs 2,225 crore, CGD Projects (5 GAs) – Rs. 7,570 crore and New Retail Outlets and Modernisations – Rs. 2500 crore,’’ he added.
He also said, “IOCL carries on its shoulders, the responsibility to ensure providing cleaner and greener fuels. On this, we have aligned ourselves with India’s net zero commitment by 2070 announced by Prime Minister Narendra Modi as part of the Panchamrit goals set at the COP-26 Summit. On this line, IOCL has already resolved to achieve net-zero operational emissions by the year 2046. This declaration by us calls for significantly higher level of investments and we are committed to implement it. Pursuing a robust green agenda to steer the country’s transition to green energy, IOCL has started working on several emission mitigation pathways like introduction of biofuels, renewables, green hydrogen, carbon offsetting through ecosystem restoration and Carbon Capture Utilization and Storage (CCUS) etc.’’
He further said that the IOCL has achieved 10% ethanol blending with Petrol in Tamil Nadu & Puducherry last year and are working towards enhancing 20% ethanol blended petrol by 2025 to fulfill the mandate of the union government.
As part of our mission to provide green energy, IOCL has launched E 20 fuel in 26 retails and this number would be increased by another 66 retail outlets before the end of March 2024, Asokan added.
To re-launch LPG-powered ironing machine for pushcarts launderers soon
Replying to a query on the progress of the LPG-Powered ironing machine launched by IOCL few years ago, Kavitha Rajkumar, Chennai Divisional Sale Head of LPG said, “We are going to re-launch the LPG-powered ironing machine soon in Chennai through an NGO. IOCL planned to implement with distribution of 50 ironing machine on free of cost to pushcart launderers soon through an NGO.’’.

Compressed Biogas (CBG)
The ‘SATAT’ (Sustainable Alternative Towards Affordable Transportation) scheme of union government on Compressed Biogas (CBG), IOCL encourages entrepreneurs to set up CBG plants, produce & supply CBG to Oil Marketing Companies (OMCs) for sale as automotive & industrial fuels.
As part of this programme, IOCL had issued over 200 LOIs for setting up of such CBG production plants in Tamil Nadu. IOCL’s CBG brand is known by “IndiGreen”.
Three plants have already started commercial operations in Tamil Nadu – IOTL, Namakkal, Energim, Cuddalore and Srinivasa Waste, Chennai. IOCL is dispensing CBG from 6 IOCL Retail Outlets in Namakkal and 2 Cuddalore.
Liquefied National Gas
IOCL is venturing into setting up LNG dispensing stations across India. LNG will be dispensed for heavy vehicles for use as transport fuel. We are establishing 6 LNG dispensing stations in Tamil Nadu. One is in the pilot stage at Sriperamabdur. The other stations will be at Ponneri, Othakadai, Namakkal, Coimbatore and Koneripalli near Hosur. This fuel will be an alternative to Diesel and very useful for long haul vehicles. If a heavy vehicle like trucks and buses filled the LNG tank, they can seamlessly travel up to 800 km at a stretch, Asokan said.
EV Charging stations to be set up in 300 more fuel outlets
Asokan said that IOCL has already commissioned 400 EV charging stations across the state and it would be increased by 300 more shortly. While replying to a query, he said it is mandatory for the new fuel outlets to commission EV stations in future.
Compressed Natural Gas (CNG)
The union government is aims to increase the use of NG from present 6.2% to 15 % of India’s primary Energy Basket by 2030.IOCL has also been actively participating in MOPNGs bidding for allocation of GAs for City Gas distribution and along with its associates & JVs has won the rights for putting up pipeline grid and supplying CNG and piped gas to households in 49 GAs and 105 Districts across 21 States and UTs.
In Tamil Nadu, IOCL has won the rights for 5 Geographical Areas spread across 11 Districts of TN which include Coimbatore, Salem, Madurai, Theni, Virudhunagar, Krishnagiri, Dharmapuri, Tuticorin, Kanyakumari, Tirunelveli & Tenkasi. IOCL has already started issuing PNG connections in Coimbatore GA. (19 GAs – IndianOil-5, MCGDCL – 4, Torrent -2, Adani -2, AG&P-3, IRM -1, BPC-1 and ECE – 1).
IOCL has currently having 113 ROs with CNG stations and plans to add another 122 this year in our Gas and 50 thru other CGD companies, Asokan said.
