India’s green economy could unlock USD 4.1 trillion (INR 360 lakh crore) in cumulative investments and create 48 million full-time equivalent jobs by 2047, according to a landmark study released by the Council on Energy, Environment and Water (CEEW). The report projects a potential USD 1.1 trillion annual green market, mapping 36 value chains spanning clean energy, circular manufacturing, bio-based industries and nature-linked livelihoods—an economic horizon that could shape India’s evolution into a Viksit Bharat.

The assessment broadens the idea of a green economy beyond solar panels and electric vehicles, highlighting fast-scaling segments such as bio-based materials, waste-to-value industries, green construction, climate-resilient tourism, agroforestry and regenerative agriculture.

Gujarat stands out prominently in the study for its decisive, early-stage investments across green sectors. The state has:
• invested nearly INR 900 crore in fisheries and seaweed expansion under PMMSY in the past five years,
• approved 14 ethanol plants worth INR 3,300 crore,
• and generated over 1.5 lakh renewable energy jobs,
cementing its position as one of India’s fastest-growing green industry ecosystems.

At the national level, the study’s launch coincided with the introduction of the Green Economy Council (GEC), chaired by Amitabh Kant, comprising leading innovators, entrepreneurs, investors and institutional heads. The council aims to guide policy and enterprise towards emerging green value chains.

Speaking at the launch, Jayant Sinha said India’s green shift “can create millions of jobs, accelerate growth, improve public health and strengthen national security by shifting to domestic energy sources,” and called for policy stability, land reforms and blended-finance tools to unlock large-scale investment.

Amitabh Kant underlined that India must “pole-vault into a green economy,” leveraging circularity, clean energy and bio-based systems similar to how digital public infrastructure enabled technological leapfrogging. He stressed that most global economies remain tied to costly legacy systems, while India has the rare opportunity to build future-ready cities, industries and supply chains from scratch.

Abhishek Jain of CEEW noted that India’s shift to a green economy is essential for strategic self-reliance. From crude oil and fertilisers to minerals like lithium and nickel, India’s heavy import dependence can be dramatically reduced through electric mobility, solar energy, bio-inputs and a robust circular economy. “For India, green is not a choice—it is an imperative,” he said.

Key Findings of the CEEW Analysis

  • Energy Transition:
    Could create 16.6 million jobs and attract nearly USD 3.8 trillion, driven heavily by electric mobility, which accounts for 57% of projected jobs.
  • Bio-Economy & Nature-Based Solutions:
    Could generate 23 million jobs and USD 415 billion in market value, with major opportunities in chemical-free agriculture, agroforestry and wetland restoration.
  • Circular Economy:
    Could generate USD 132 billion in annual output and 8.4 million jobs, especially in waste management, recycling, and resource recovery—areas linked strongly with MSMEs and community enterprises.

Many of these jobs are “net new,” especially in rural bio-economy segments, while others arise through transitions from traditional industries into green manufacturing and services.

Challenges and Way Forward

The study stresses the need to reduce capital costs, strengthen supply chains, upgrade technical skills, expand R&D, and build credible standards for emerging green technologies. Women’s participation is highlighted as pivotal, requiring gender-responsive skilling, safer mobility, and targeted financial support for women-led enterprises.

Several states have begun taking structured steps—Odisha has already formed a state-level GEC and a multi-departmental committee to embed green value chains into its economic planning.

As India builds towards its centenary of independence, the CEEW report positions the green economy as one of the nation’s biggest transformational opportunities—economically, socially and strategically—with Gujarat emerging as a leading proof point of what focused, early investments can achieve.
