Nari Shakti at the centre stage: Modi’s 2029 push ignites Pan-India political battle

NE POLITICAL BUREAU
NEW DELHI / CHENNAI, APR 13

In a decisive political move with far-reaching implications, Prime Minister Narendra Modi has reached out to floor leaders across parties, urging consensus to implement the Nari Shakti Vandan Adhiniyam ahead of the 2029 general elections—setting the stage for a high-stakes debate in the upcoming special session of Parliament.

  • Special Parliament Session from April 16–18 to debate historic amendment
  • BJP issues whip; numbers game hinges on opposition support
  • 33% quota could reshape Lok Sabha with 273 seats for women

Framing women’s empowerment as central to India’s democratic future, Modi wrote, “After extensive deliberations, we have concluded that the time has come to implement the Nari Shakti Vandan Adhiniyam in its true spirit across the country.”

He emphasised that the move would “infuse new energy into India’s democratic institutions and strengthen public trust.”

Opposition Pushback: ‘Consult First, Don’t Rush’

Congress president Mallikarjun Kharge hit back, accusing the Centre of political expediency.

“अभी चल रहे राज्य चुनावों के बीच विशेष सत्र बुलाना केवल इस बात को और पक्का करता है कि आपकी सरकार इस विधेयक के क्रियान्वयन को जल्दबाजी में आगे बढ़ा रही है, ताकि वास्तविक रूप से महिलाओं को सशक्त करने के बजाय राजनीतिक लाभ प्राप्त किया जा सके।”

“The calling of a special sitting during the ongoing state elections only reinforces our belief that your government is hurrying the implementation of the Bill to gain political mileage rather than truly empower women,” he wrote to the Prime Minister.

He further added, “Without details of the delimitation and other aspects, it would be impossible to have any useful discussion on this historic law,” urging an all-party meeting post-elections.

Southern Voices: Support with Safeguards

Tamil Nadu Chief Minister M. K. Stalin welcomed the intent but stressed federal balance.

“Women’s empowerment is essential, but any constitutional change must respect the rights of states and ensure fair representation,” he said, reiterating concerns over delimitation.

Kerala Chief Minister Pinarayi Vijayan echoed the need for consensus.

“We support greater representation for women, but such transformative steps must be taken after detailed consultations with all stakeholders,” he remarked.

Eastern Perspective: Equity & Representation

West Bengal Chief Minister Mamata Banerjee backed the principle of reservation but questioned timing and intent.

“We have always supported women’s reservation. But it should not be used as a political tool—implementation must be fair, transparent, and inclusive,” she said.

Numbers Game & Political Stakes

The proposed amendment seeks to delink implementation from the 2027 Census, instead using earlier data to ensure rollout before 2029—potentially expanding the Lok Sabha to 816 seats, with 273 reserved for women.

However, the ruling Bharatiya Janata Party will require a two-thirds majority, making opposition support crucial.

A three-line whip has already been issued to BJP MPs, mandating full attendance during the April 16–18 session.

A Defining Moment for Indian Democracy

At its core, the debate transcends party lines—touching upon representation, federalism, and the pace of reform.

As Modi noted, “Societal progress depends on providing women the opportunity to participate, make decisions, and lead.”

Yet, as opposition leaders insist, the path to that goal must be inclusive, consultative, and constitutionally robust.

The coming Parliament session now promises not just legislative action—but a defining test of India’s democratic consensus.
