NE DEFENCE BUREAU
NEW DELHI, AUG 17

India is putting another powerful set of unmanned eyes over the ocean. In a move aimed at giving the Indian Navy sustained surveillance reach across the vast Indian Ocean Region, the Ministry of Defence on Monday signed a ₹1,943-crore contract with General Atomics Aeronautical Systems, Inc. (GA-ASI) for leasing two MQ-9B SeaGuardian High-Altitude Long-Endurance (HALE) Remotely Piloted Aircraft Systems (RPAS) for 30 months.

The agreement, signed at Kartavya Bhawan-2, New Delhi, in the presence of Additional Secretary and Director General (Acquisition), Department of Defence, A. Anbarasu, is designed to significantly strengthen the Navy’s Maritime Domain Awareness (MDA) and its ability to maintain persistent Intelligence, Surveillance and Reconnaissance (ISR) coverage over extensive maritime spaces.

The significance of the pact extends beyond adding two aircraft to the Navy’s inventory: the SeaGuardian’s long endurance and specialised maritime sensors are intended to give commanders a more persistent picture of activity across India’s strategically vital maritime approaches.

Persistent eyes over the Indian Ocean

The MQ-9B SeaGuardian is specifically configured for maritime operations and is designed for long-endurance, over-the-horizon ISR missions. GA-ASI says the platform can fly for more than 30 hours, depending on configuration, and can operate with maritime surveillance radar, Automatic Identification System and electronic-support payloads.

For India, this translates into the ability to maintain surveillance over large oceanic areas for prolonged periods, complementing manned maritime patrol aircraft and other naval assets.

The Defence Ministry said the leased systems, equipped with advanced systems, state-of-the-art sensors and sophisticated payloads, would provide persistent ISR coverage and enhance the Navy’s ability to monitor developments across the Indian Ocean Region.

A maritime surveillance workhorse

The SeaGuardian’s strength lies in its combination of endurance, sensor reach and multi-mission flexibility.

According to GA-ASI, the aircraft can be configured for maritime surface surveillance, search and rescue, anti-surface warfare, long-range strategic ISR and over-the-horizon targeting. Its design also supports an anti-submarine warfare mission kit.

The company has been expanding the SeaGuardian’s anti-submarine capabilities through trials involving sonobuoy dispensing systems. In January 2026 testing, the aircraft deployed multiple types of sonobuoys, including passive and active acoustic sensors, to detect and track underwater targets.

The latest Indian lease, however, is officially positioned around maritime surveillance and MDA, rather than announcing any particular weapons or payload configuration.

Strategic reach without waiting for procurement

The 30-month lease provides the Navy with access to an advanced unmanned surveillance capability on a relatively immediate basis.

India had previously leased MQ-9B SeaGuardians for Indian Ocean surveillance, making the platform a known capability within the Navy. The new contract follows the earlier operational experience and comes amid continuing efforts to strengthen persistent surveillance across India’s maritime areas of interest.

The leasing route also provides operational flexibility while longer-term acquisition and capability-development programmes progress.

The MQ-9B family is increasingly being adopted internationally. Germany, for instance, signed a programme for eight SeaGuardians in January 2026, with the platform also selected by several other countries.

From maritime awareness to underwater watch

The SeaGuardian’s evolving sensor architecture could further expand its usefulness in India’s maritime-security environment.

GA-ASI describes the aircraft as capable of integrating maritime radar, electronic-support measures, Automatic Identification System and anti-submarine warfare equipment. Its ASW architecture can use sonobuoys to help locate and track submerged targets over large areas.

This is particularly relevant to a Navy seeking to maintain awareness not only of surface shipping but also of activity beneath the waves.

The platform’s high-altitude, long-endurance profile is also intended to enable sustained coverage while reducing the need to expose manned aircrews to prolonged surveillance missions.

India’s unmanned maritime edge expands

The agreement adds another layer to India’s growing unmanned surveillance architecture at a time when maritime security is increasingly dependent on persistent sensors, real-time data and networked platforms.

GA-ASI has also been developing an airborne early-warning capability for the MQ-9B in partnership with Saab. The company conducted its first MQ-9B flight with AEW pods in May 2026, although that capability is distinct from the capabilities announced under the present Indian lease. (General Atomics)

For the Indian Navy, the immediate objective remains clear: keep a persistent watch over a vast maritime theatre and turn information gathered from the ocean into faster and better-informed operational decisions.

The ₹1,943-crore pact therefore represents not merely a lease of two remotely piloted aircraft, but an investment in time-on-station, surveillance persistence and maritime situational awareness — three capabilities increasingly central to securing India’s interests across the Indian Ocean.
