Assam’s ambition to strengthen its energy infrastructure and attract large-scale industrial investment has moved into a new phase, with Chief Minister Himanta Biswa Sarma laying the foundation stone for Adani Power Limited’s 3,200 MW ultra-supercritical thermal power plant at Chapar in Dhubri district on Sunday.
The project, involving an investment of around ₹48,000 crore, is expected to generate up to 20,000 jobs during construction and around 5,000 jobs once operational, while creating business opportunities for local contractors, suppliers, transport operators and service providers.
The foundation-stone ceremony was attended by senior state government officials, industry representatives, local community representatives and Jeet Adani, Director, Adani Group.
The project marks a significant development in the Group’s investment programme in Assam, where commitments across sectors are expected to exceed ₹80,000 crore, according to the company.
Assam’s energy ambitions gain momentum
Addressing the gathering, Dr Himanta Biswa Sarma, Chief Minister of Assam, said the state was emerging as a regional energy hub, with several large projects in the pipeline.
“Assam is fast emerging as the region’s energy hub, with several mega energy projects in the pipeline. The 3200 MW Chapar project is a proud outcome of the confidence generated by the Advantage Assam Investor Summit 2.0. With an investment of nearly ₹48,000 crore, this project will constitute one of the largest single investments ever made in Assam. Besides providing massive employment opportunities, the State will also benefit through increased economic activity and SGST revenues, while local industries and enterprises will have opportunities to participate in the emerging ecosystem.”
The Chief Minister’s remarks highlighted the potential contribution of the project not only to electricity generation but also to employment, state revenues and the development of supporting businesses.
Jeet Adani: ‘An important new chapter for Assam’
Jeet Adani, Director, Adani Group, said the project represented a new phase in the Group’s engagement with the state.
“Today marks the beginning of an important new chapter for Assam. Adani Power will invest ₹48,000 crore in this 3,200 MW thermal power project, bringing reliable and affordable electricity to support homes, businesses and industries. The project will also create jobs and open up opportunities for local contractors, suppliers and businesses. We are proud to invest in Assam and be part of the state’s economic growth.”
He also highlighted Assam’s distinctive geographical advantages, saying the state could become a “battery” for India and help power its future growth.
Four units, 3,200 MW capacity
The Chapar plant will comprise four units of 800 MW each and use ultra-supercritical technology, incorporating high-efficiency systems and modern environmental safeguards.
Commissioning is scheduled in phases from December 2030.
Once operational, the project is expected to strengthen Assam’s power-generation capacity and support household, commercial and industrial electricity requirements.
The project is also expected to create opportunities for local businesses to participate in construction, logistics, supply and associated services, potentially expanding the network of vendors supporting the Group’s operations in Assam.
₹63,000-crore power investment pipeline
The Chapar project forms part of an approximately ₹63,000-crore power investment programme in Assam.
This comprises around ₹48,000 crore for the thermal power plant and approximately ₹15,000 crore for two pumped storage plants with a combined capacity of 2,700 MW through Adani Green Energy Limited (AGEL).
Adani Energy Solutions Limited (AESL) is also implementing smart metering projects in Assam, supporting the modernisation of the state’s power distribution infrastructure.
Together, these initiatives span power generation, energy storage and distribution, reflecting the Group’s wider involvement in the state’s electricity ecosystem.
Investment spreads across sectors
Beyond power, the Adani Group has committed investments in aviation and cement, taking its total investment commitments in Assam across sectors to more than ₹80,000 crore.
A key aviation development is Terminal 2 at Lokapriya Gopinath Bordoloi International Airport in Guwahati, which became operational on February 22, 2026.
The terminal is expected to strengthen connectivity and support the state’s expanding economic and industrial activity.
The Group’s investment programme is expected to translate into projects, infrastructure development, employment and new economic opportunities across Assam over the next three to four years.
Community support and development
The Adani Foundation, the Group’s socio-economic development arm, has extended assistance to more than 8,000 flood-affected families in upper Assam’s Sivasagar and Dhemaji districts.
The support included food, medicines, sanitation and hygiene supplies.
Around Guwahati, the Foundation’s work covers 19 villages in Kamrup Rural district, with programmes in education, healthcare, livelihoods, community infrastructure and climate action.
From bidding to ground-breaking
Adani Power emerged as the successful bidder in a competitive bidding process in October 2025 to establish the 3,200 MW power plant.
The company subsequently received the Letter of Award from Assam Power Distribution Company Limited (APDCL) in November 2025.
The foundation-stone ceremony marks the next milestone in the project’s progression towards construction and phased commissioning.
With its scale of investment, projected employment and links to the wider energy ecosystem, the Chapar project is set to become a major component of Assam’s ongoing infrastructure and industrial development plans.
