Can a Chief Minister’s proposed visit to one of Tamil Nadu’s most revered temples become a meeting point of personal faith, established temple practice and constitutional questions? That question is gaining attention ahead of Chief Minister C. Joseph Vijay’s proposed visit to the Meenakshi Sundareswarar Temple in Madurai on September 28, during his first reported visit to the city since assuming office.

Reports indicate that Vijay is expected to offer prayers at the historic temple after launching the State government’s Thai Maman Thanga Mothiram scheme for newborns and inaugurating the renovated Gandhi Museum. However, the temple visit had not been formally confirmed in the official itinerary as of September 27, with police saying arrangements for the hospital and museum programmes were confirmed while the temple stop remained dependent on the Chief Minister’s decision.

The faith question

If Vijay enters the inner areas of the temple, temple officials have indicated that he may be required to give an undertaking affirming faith in the deity and willingness to follow Hindu religious and temple customs.

This is not presented by officials as a new rule created specifically for the Chief Minister.

The Madurai Bench of the Madras High Court, in its January 2024 judgment in D. Senthilkumar v. Government of Tamil Nadu, considered the existing practice at temples, including Meenakshi Sundareswarar Temple. The judgment records that where a non-Hindu has faith in a particular Hindu deity and accepts the applicable religious and temple customs, the authorities may obtain an undertaking and maintain it in a register.

The same ruling directed that non-Hindus should not ordinarily be permitted beyond the Kodimaram in Hindu temples, while recognising an exemption where faith in the particular deity is established and the person agrees to follow the relevant customs.

A visit after the Kumbabhishekam

The proposed visit carries additional significance because the Meenakshi Sundareswarar Temple underwent its maha kumbabhishekam on September 17—the first such consecration in 17 years. Mandala worship has been continuing following the ceremony.

Reports suggest the proposed darshan could take place around 4.30 p.m., although the exact timing remains subject to confirmation.

If the visit proceeds, temple authorities are expected to accord Vijay a traditional poorna kumbham welcome. Crowd and traffic restrictions may also be imposed around the temple during his visit.

From newborns to a heritage landmark

Vijay is expected to arrive in Madurai in the morning before proceeding to Government Rajaji Hospital, where he will launch the Thai Maman Thanga Mothiram scheme.

Under the programme, eligible children born in government hospitals from June 22, 2026 will receive a one-gram gold ring. The first tranche reportedly comprises 1.28 lakh rings, each carrying a unique serial number and being supplied in tamper-proof packaging.

The Chief Minister is subsequently scheduled to inaugurate the renovated Gandhi Museum, with reports putting the renovation cost at Rs 10.25 crore.

Security before certainty

Police have stepped up security and traffic preparations along the expected routes linking the airport, hospital, museum and temple. Preparations are being made even as authorities await final confirmation of the complete itinerary.

The proposed sequence—a newborn welfare initiative, a Gandhi museum reopening and possibly a darshan at the Meenakshi temple—would bring together three very different dimensions of public life: welfare, heritage and faith.

But for now, the crucial detail remains unresolved: whether Vijay will actually make the temple visit, and if so, what arrangements will govern his entry.

With the final schedule still awaited, Madurai is preparing for a visit that could carry significance well beyond the Chief Minister’s official itinerary.
