Keeping up the promise, Chief Minister YS Jagan Mohan Reddy has initiated Direct Bank Transfer (DBT) to the tune of Rs. 2,800 crore under the Rythu Bharosa-PM Kisan scheme benefitting 49,43,590 farmer families as investment incentive ahead of the khariff season on Friday.

Initiating the process of DBT from Amaravati, the Chief Minister said that Rythu Bharosa Kendras (RBKs), which would be start functioning from May 30, would bring in a paradigm shift in agriculture system in the State.
Every farmer family will get Rs 7,500 as first installment under the scheme of which Rs 2,000 was already credited in April aggregating to Rs 3,675 crores. In the second installment Rs 4,000 will be given in October for Rabi and Rs 2,000 during Sankranti taking the total amount to 13,500 for five years as promised by Jagan during his electioneering. Jagan had assured to extend Rs 12,500 would be given as Rythu Bharosa for a period of four years in his election promise.
As majority of the farmers have small and very small land holdings, one hectare or less, the amount would be useful for kick-start agriculture operations, he said.
The amount is transferred cutting across party lines and the list of all eligible farmers is displayed at Village Secretariats and if any one is left-out they can still avail the benefit or call 1902 helpline, he said.
The scheme is extended to tenant farmers, endowment lands and assigned lands as well, Jagan said.
‘Ours is a government that will give to the farmer and will not try to grab from the farmers and we have been helping farmers on all possible counts. Even in the times of corona we have ensured that the Marketing Department could log a turnover of Rs 1,000 crore and farmers could get the MSP even for crops that do not come under MSP purview and to perishable goods even.’ This was done because of Market Stabilization Fund created to check such market fluctuations and ensure MSP to the farmers. Free power is being given to farmers from about 82 % of the feeders. YSR Janata Bazars would come up soon, he said.
The Chief Minister said that by the month end, 10,641 Rythu Bharosa Kendras (RBKs) would be set up which will serve as a one-stop shop to all agriculture and allied fields immensely benefiting the farmers.
From quality seeds to fertilizers and pesticides all the requirements of the farmer would be available there. The Agriculture Assistant will help out the farmer in advising on soil testing, crop pattern and marketing while Market intelligence will play a big role from sowing to selling. Labs would be set up in a three tier level. The facility of e-crop will be extended which will look after far loans, MSP. All these facilities and more will be available at RBKs, he said.

Farmers across the state have profusely thanked Chief Minister YS Jagan Mohan Reddy for transferring YSR Rythu Bharosa amount on time and expressed how the present government and the earlier Dr YS Rajsekhar Reddy government had shown deep concern for the farming community.
During the video conference on the occasion of transferring the Rythu Bharosa-PM Kisan amount here on Friday, farmers of all the 13 districts thanked the CM for giving the investment incentive under unencumbered mode which would be very helpful for the purchase of seeds and other inputs during the pre-sowing and sowing operations.
After Dr YS Rajasekhar Reddy, it was only the present government headed by YS Jagan Mohan Reddy that has been showing concern towards farmers on all fronts and have been transferring the money directly into the bank accounts bringing in transparency, they said.
Even tenant farmers are being given the Rythu Bharosa-PM Kisan amount which is a revolutionary step as it had never happened before and this has been benefiting SCs, STs, BCs and Minorities to a great extent. This could have been possible only by making amendments in the relevant Act and tenant farmers along with those cultivating endowment, assigned and forest lands are also availing the benefit.
Two farmers have become very emotional while interacting with the Chief Minister and narrating the benefits they have been ploughing.
One farmer from Prakasam district who thanked the Chief Minister for buying the produce even in the times of corona had said that he hails from tip of the tail end region and a small tank needs to be developed to get a permanent water source.
The chief minister took details and asked the officials to work out the request made by the farmer and how the tank can be improved and brought to use.
Another farmer while speaking about Dr YS Rajasekhar Reddy and his pro-farmer policies went emotional narrated the benefits during his term with tears rolling down which was a moving scene.
One tribal farmer Sarawsati said that the NREGS should be extended to agricultural work as well. The Chief Minister said that the scheme is that of the Centre and it has laid down guidelines under which agriculture work does not come under its purview.
We have been asking the Centre about it and it is for them to take a decision, the Chief Minister said.
When the turn of Visakhapatnam came, the Chief Minister lost no time in asking the Collector about the enumeration work for releasing the payment.
The Collector said that the work is going on and will be completed in a day. He enquired about the situation there and the amenities being provided for the people in the affected areas.
The farmers were very vocal and had said all the benefits they have been receiving under various schemes. Amma Vodi scheme was prominently mentioned by the farmers and appreciated the initiatives of the Chief Minister for the welfare of the farmers.
AP to establish10,000 YSR Health Clinics soon
In order to strengthen public healthcare and Health Infrastructure, the State Government is contemplating to invest Rs 16,203 crore for revamping government hospitals and medical colleges across the State, while 10, 000 YSR Clinics will be set up soon at village level.
At a review meeting on Nadu Nedu on Hospitals here on Friday, the Chief Minister YS Jagan Mohan Reddy said that the proposals to establish 10,000 YSR Health Clinics (sub-centres) at every village secretariat should be expedited as quick as possible.
The Chief Minister sought details on the development of village clinics, primary healthcare centres, community health centres, area hospitals and district-level hospitals under the Nadu-Nedu programme. To control the spread of COVID-19 and to provide better medical facilities round the clock at the village level, the existing sub-centres are going to be revamped as YSR Health Clinics.
Apart from the existing 1086 sub-centres, additionally, 10,000 more clinics are going to be established with an estimated budget of Rs 2026 Crores. With regard to this, the Chief Minister directed the officials to identify suitable lands before June 15 and complete the project by March 2021.
Meanwhile, in connection with the establishment of new medical colleges, the State government laid proposals to start seven super speciality hospitals in Tribal regions and six medical colleges with attached institutions with an estimated budget of Rs 6100 Crore.
Besides these, 15 more new medical colleges and nursing colleges along with the multi-speciality institutions have been proposed. The Chief Minister asked the officials to set up one nursing college attached to one medical college across the State. He further overviewed the construction plans of the medical colleges presented by the officials and emphasised on quality infrastructure.
Discussing the aspects of Primary Health Centre (PHCs), Area hospitals and Community Health Centres, officials informed that 149 more new PHCs will be added to the existing 1138 across the State with an expenditure of Rs 256.99 Crore and 989 PHCs are to be refurbished with RS 413.01 Crore. Similarly, under the Nadu-Nedu initiative, 52 area hospitals and 169 community health centres will be undergoing a new make-over with a total budget of Rs 1236 Crore.
Minister for Medical and Health Alla Kali Krishna, Chief Secretary Neelam Sawhney, Special Chief Secretary KS Jawahar Reddy were present at the review meeting.
