VISAKHAPATNAM, MAY 30
In a landmark step towards empowering India’s youth and strengthening vocational education, ArcelorMittal Nippon Steel India (AM/NS India) has partnered with the Government of Andhra Pradesh to transform 11 Industrial Training Institutes (ITIs) in the Visakhapatnam region under the ambitious Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) programme.
A New Beginning for India’s Skilled Workforce
- Andhra Pradesh becomes the first state to operationalise an industry partnership under the ₹60,000-crore PM-SETU scheme.
- ArcelorMittal Nippon Steel India secures the first-ever Strategic Investment Plan approval under the national ITI transformation programme.
- The initiative aims to modernise 11 ITIs in the Visakhapatnam cluster through industry-linked training and employability-focused education.
- Thousands of youth are expected to benefit through upgraded infrastructure, industry exposure, faculty development and placement opportunities.
- The project is set to become a national model for strengthening vocational education and creating future-ready talent.
The approval of the Strategic Investment Plan (SIP) by the National Steering Committee marks the first such approval under the ₹60,000-crore national initiative, positioning Andhra Pradesh as a pioneer in industry-led skilling transformation.

More importantly, it signals a future where young people from industrial regions can access world-class vocational training and secure meaningful employment closer to home.
Creating Opportunities Where They Are Needed Most
As Visakhapatnam and the surrounding region continue to emerge as major centres for manufacturing, logistics, steel production, renewable energy and industrial growth, the demand for skilled manpower is rising rapidly.
The new partnership seeks to bridge this gap by creating a direct connection between classroom learning and real-world industry requirements.
Through collaboration with academic partner NAMTECH, AM/NS India will support curriculum modernisation, infrastructure enhancement, faculty training, practical learning opportunities and stronger placement ecosystems.
The objective is simple yet powerful: transform ITIs from traditional training centres into dynamic institutions that produce job-ready professionals.
CSR with a Long-Term Vision
Beyond infrastructure investment, the initiative reflects a deeper commitment to community development and inclusive economic growth.
For AM/NS India, the project represents a strategic social investment aimed at creating sustainable livelihood opportunities for local youth while strengthening India’s industrial competitiveness.
The programme aligns vocational education with emerging technologies and advanced manufacturing requirements, ensuring students are equipped with skills that remain relevant in a rapidly changing economy.
By investing in skill development today, the company is helping build a stronger workforce for tomorrow.
National Recognition for a Transformative Model
The proposal received approval during the third National Steering Committee meeting chaired by senior officials from the Ministry of Skill Development and Entrepreneurship (MSDE).
Representatives from multiple ministries, state governments, industry leaders, development agencies and skill ecosystem stakeholders participated in the deliberations.
The Visakhapatnam cluster approval is being viewed as a significant milestone in the implementation of PM-SETU’s industry-led Hub-and-Spoke model, designed to bring greater accountability, innovation and employability outcomes to vocational education.
Experts believe the Andhra Pradesh model could become a blueprint for other states seeking stronger industry participation in technical education.
Empowering Youth, Strengthening Communities
One of the most significant outcomes expected from the initiative is improved employment prospects for young people across the region.
With stronger industry linkages, practical exposure and modern training facilities, students will be better positioned to access quality jobs in high-growth sectors.
The project also aims to reduce skill gaps, improve workforce productivity and support local economic development by creating a steady pipeline of trained professionals.
For families and communities, the transformation promises more than jobs—it offers aspirations, stability and pathways to upward mobility.
PM-SETU: Building the Workforce for Viksit Bharat 2047
The PM-SETU scheme is among India’s most ambitious skill development initiatives, with a vision to upgrade 1,000 government ITIs across the country through active industry participation.
By combining government support, corporate expertise and academic excellence, the programme seeks to create a workforce capable of driving India’s next phase of economic growth.
With Andhra Pradesh taking the lead and AM/NS India becoming the first industry partner to secure approval, the journey towards a modern, industry-responsive vocational education ecosystem has officially begun.
As more states prepare similar proposals, the Visakhapatnam initiative stands as an inspiring example of how collaboration between government, industry and academia can transform lives and create lasting social impact.
