For Tamil Nadu’s parched southern districts, every river is more than a waterway—it is a promise of a greener field, a fuller well and a more secure tomorrow. That promise has again come into focus with the Centre clarifying the present funding position on the proposed Cauvery-Vaigai-Gundar River Link Project, even as the ambitious plan envisages taking surplus-water benefits towards some of the State’s most drought-prone regions.

The Centre on Thursday said no proposal from the Tamil Nadu Government seeking financial assistance for the Cauvery-Vaigai-Gundar Link Project is currently under consideration of the Ministry of Jal Shakti.

The clarification came in a written reply in the Lok Sabha from Minister of State for Jal Shakti Raj Bhushan Choudhary.

“No proposal of State Government of Tamil Nadu for financial assistance of the Cauvery-Vaigai-Gundar Link Project is under consideration of Ministry of Jal Shakti.”

The funding clarification, however, comes against the backdrop of a project that has already been identified under the National Perspective Plan for interlinking of rivers, with its Detailed Project Report (DPR) completed and circulated in 2020.

2,252 MCM water diversion plan

According to the DPR, the proposed link envisages diversion of approximately 2,252 million cubic metres (MCM) of water from the Kattalai Barrage on the Cauvery.

The proposed diversion is linked to the larger concept of receiving surplus water in the Cauvery basin through the Godavari-Cauvery Link Project, with the Cauvery-Vaigai-Gundar project envisaged as part of this broader river-linking architecture.

For water-stressed southern Tamil Nadu, the significance lies in the possibility of moving water towards regions where erratic rainfall and recurring drought conditions place sustained pressure on agriculture and groundwater resources.

Seven districts in the waterline

The proposed project covers seven drought-prone districts—Karur, Tiruchirappalli, Pudukkottai, Sivaganga, Ramanathapuram, Virudhunagar and Thoothukudi.

Its potential impact therefore stretches across a substantial swathe of central and southern Tamil Nadu, where water availability has a direct bearing on farm productivity, rural livelihoods and the resilience of local communities.

The project is also expected to indirectly improve groundwater availability, principally by reducing dependence on groundwater for irrigation.

That could be particularly significant for agricultural communities confronting declining groundwater resources, as surface-water availability could reduce the pressure on aquifers.

218 MCM for homes and industry

The benefits envisaged under the DPR extend beyond agriculture.

The project is expected to provide around 218 MCM of water for domestic and industrial use to areas along the route, potentially strengthening the water security of communities as well as supporting industrial activity.

For towns and villages along the proposed corridor, such an additional water source could offer a valuable buffer against seasonal shortages.

For industry, dependable water availability can also be an important component of long-term investment and economic activity.

DPR ready, groundwater study still pending

The National Water Development Agency (NWDA) completed and circulated the project’s DPR in 2020, placing the proposed link among the river-linking projects identified under the National Perspective Plan.

However, an important knowledge gap remains.

The Central Ground Water Board (CGWB) has not undertaken any project-specific study to assess the groundwater-recharge impact of the proposed project in Theni, Virudhunagar and Ramanathapuram, the Minister said.

The absence of such a study means that the precise groundwater-recharge impact in these districts remains to be established through project-specific assessment.

A water security vision for Southern TN

The latest Centre clarification is therefore fundamentally about the current funding status, rather than a withdrawal of the project from the National Perspective Plan.

For Tamil Nadu, the larger challenge remains converting the river-linking vision into a carefully assessed, environmentally sustainable and financially viable water-security initiative.

The proposed Cauvery-Vaigai-Gundar link carries a potentially transformative proposition: move water where scarcity bites hardest, reduce pressure on groundwater, strengthen domestic and industrial supply and give drought-prone districts a more resilient water future.

The immediate funding question may remain unresolved, but the underlying need is unmistakable.

For the farmers, families and industries of southern Tamil Nadu, every drop that can be responsibly secured today is an investment in tomorrow’s prosperity.
