The Department of Legal Affairs, Ministry of Law and Justice, has notified the Notaries (Amendment) Rules, 2025 through G.S.R. 763(E) dated October 17, 2025, enhancing the sanctioned strength of Notaries in four States — Gujarat, Tamil Nadu, Rajasthan, and Nagaland.
The amendment, issued under the powers conferred by Section 15 of the Notaries Act, 1952, modifies the Schedule to the Notaries Rules, 1956, revising the maximum number of Notaries that may be appointed by the respective State Governments as follows:
- Gujarat: Increased from 2,900 to 6,000
- Tamil Nadu: Increased from 2,500 to 3,500
- Rajasthan: Increased from 2,000 to 3,000
- Nagaland: Increased from 200 to 400
The amendment came into force upon publication in the Official Gazette.
According to the Ministry, the decision was taken in response to requests from the concerned State Governments, reflecting the rise in population, creation of new districts and tehsils, and the growing demand for notarial and attestation services.
This proactive measure is expected to enhance public access to legal certification and documentation facilities, thereby strengthening the ease of doing business and governance efficiency at the grassroots level.
