In a major milestone towards transforming correctional administration in India, Rashtriya Raksha University (RRU) and the Gujarat Institute of Prisons & Correctional Administration (GIPCA) signed a landmark Memorandum of Understanding (MoU) on February 16, 2026, paving the way for a new era of academic excellence, professional training, and correctional reform.

Signed under the leadership of Prof. (Dr.) Bimal N. Patel, Vice Chancellor, RRU, and Dr. K.L.N. Rao, IPS, Director General of Police, Prisons & Correctional Administration & CID, Gujarat State, the MoU aligns with the Prime Minister’s mandate for Rashtriya Raksha University to emerge as a global leader in Correctional Administration during the Amrit Kaal.

The agreement was formalised at the Office of the Director General of Prisons & Correctional Administration, Ahmedabad, in the presence of senior correctional and academic leadership, including Shri A. G. Chauhan, IPS, IGP (Prison), Ahmedabad, Shri Jitendra Mahipal Yadav, ACP & Principal, GIPCA, Dr. Jasbirkaur Thadani, Dean, RRU, Dr. Noorin Chaudhary, Director, School of Behavioural Sciences and Forensic Investigations, and Dr. Geetesh Kumar Singh, Project Director, Global Correctional Administrative Studies.

This MoU establishes a comprehensive framework for collaboration across academic, research, training, and extension domains, aimed at achieving correctional excellence and institutional transformation. The partnership will focus on affiliating and accrediting correctional education programmes, developing specialised academic and professional training modules for correctional staff, and conducting joint research on emerging technologies and innovative rehabilitation methods.

The collaboration will also facilitate conferences, workshops, and capacity-building initiatives to address evolving correctional challenges and support continuous professional development of prison personnel.

By combining RRU’s academic leadership and research capabilities with GIPCA’s operational expertise and administrative experience, the partnership is expected to significantly strengthen correctional reforms in Gujarat and create a scalable national model for modern prison administration.

This strategic alliance marks a decisive step towards building a progressive, research-driven, and rehabilitation-focused correctional ecosystem, reinforcing India’s commitment to modern, humane, and globally benchmarked correctional practices.
