The Gujarat government has on Monday announced the formation of the 4th State Finance Commission (SFC) with the Chief Spokesperson of the Gujarat Bharatiya Janata Party (BJP) Yamal Vyas as its chairman.
This new appointment marks the first since the 3rd SFC concluded its term in 2015, signaling a significant move by the administration.
Incidentally, Gujarat Pradesh Congress Committee (GPCC) has long been demanding to constitute this important body every five years. This is being set up after a lone gap of nine years.
In a notification issued by Raj Kumar, Chief Secretary to the Government of Gujarat, it stated, “In pursuance of the provision of Articles 243-I and 243-Y of the Constitution of India, read with Section 226 of the Gujarat Panchayat Act, 1993, the Governor of Gujarat is pleased to constitute the fourth State Finance Commission under the chairmanship of Shri Yamalbhai Vyas.”
Further, the notification mentioned, “The orders regarding the detailed terms of reference, the term and conditions of appointment of the Chairman and the period for which the Chairman shall hold the office shall be issued hereafter.”
Yamal Vyas, who also served as a whole-time member of the third State Finance Commission from 2011 to 2015, is a Chartered Accountant and Company Secretary. He is an all-India merit rank holder in the CA Final examination and has served as an Independent Director on the boards of various state government companies like Gujarat State Financial Services, Gujarat State Seeds Corporation, and Gujarat State Investments Ltd.
