The Department of Pension & Pensioners’ Welfare (DoPPW), Ministry of Personnel, Public Grievances & Pensions, is conducting the Nationwide Digital Life Certificate (DLC) Campaign 4.0 from November 1 to 30, 2025, advancing the Government’s mission of digitally empowering India’s pensioners. Implemented through a saturation approach, the initiative spans over 2,000 towns and cities, ensuring that every pensioner can submit their life certificate with ease and convenience.
The Department continues to champion the Aadhaar-based Face Authentication method introduced in 2021, enabling pensioners to generate their DLCs from home using just a smartphone. India Post Payments Bank (IPPB) has been delivering doorstep DLC services to super-senior and differently-abled pensioners, while Banks, Pensioners’ Associations and departmental field offices have set up awareness and assistance camps nationwide.
In DLC Campaign 3.0 (2024), more than 1.62 crore life certificates were generated, with 50 lakh submitted through Face Authentication. Early data from DLC 4.0 indicates record participation, as agencies including Banks, IPPB, UIDAI, MeitY, CGDA, Railways and Pensioners’ Welfare Associations work collectively toward achieving 2 crore submissions.
As part of the 2025 campaign, Consultant Dinesh Pal Singh visited the DLC Camp in Rajkot on Thursday, November 20, where he interacted with pensioners availing digital services. Officials from DoPPW, Bank of Baroda and India Post Payments Bank assisted visitors in generating life certificates through the Face Authentication technique and guided them through the process. The Rajkot camps witnessed encouraging turnout and strong local engagement.
The campaign has received extensive outreach through Doordarshan, All India Radio, PIB releases and social-media platforms, significantly boosting awareness about digital life certificate submission. Daily progress continues to be tracked through the NIC DLC Portal, enabling real-time performance monitoring by banks and departments.
The Department reaffirmed its commitment to enhancing the ease of living for pensioners through sustained, technology-driven reforms such as the DLC Campaign, which is steadily transforming pension services across Gujarat and the nation.
