Union Home and Cooperation Minister Amit Shah is scheduled to visit the Rashtriya Raksha University (RRU) Campus in Gandhinagar, Gujarat, on Monday to dedicate Atal Incubation Centre and for the inauguration and dedication of National Security and Police Projects to the Nation.
Gujarat Chief Minister Bhupendrabhai Patel, Education Minister Rushikesh Patel, Tribal Development Minister K Dindor, MoS (Home) Harsh Sanghvai, and Union Home Secretary Ajay Kumar Bhalla will grace the occasion.

During this visit, Amit Shah will lay the foundation stone for the second phase of the development and plantation of Peepal Sapling at the university campus. This ceremony symbolizes the government’s steadfast commitment to supporting the growth and development of Rashtriya Raksha University. As per the directive of the Prime Minister, RRU is evolving as a Centre of Excellence in the field of National Security and Defense Management. During Amrit Kaal, as envisioned by the Government of India, it will emerge as a Global Leader in the fields of Internal Security, Correctional Administration, and Policing. Various infrastructure projects on the main campus of the university in Gandhinagar have now received technical approval from the Ministry of Home Affairs, Government of India.
Amit Shah is scheduled to visit RRU’s Atal Incubation Centre for its inauguration and the National Information Database Management System for Bomb Disposal Centre.
The inauguration of the Atal Incubation Centre underscores the government’s commitment to fostering innovation and research in the realm of National Security and Defence. The Atal Incubation Centre (AIC), in collaboration with the Atal Innovation Mission, NITI Aayog, will serve as a robust platform for young entrepreneurs and innovators to undertake innovation and incubation projects in the areas of National Security, Safety, and Policing for all security forces, agencies, and institutions across the country engaged in indigenization and innovation-focused R&D on national security.
Whereas, RRU and National Security Guard have collaborated to develop a comprehensive National IED Data Management System (NIDMS). This innovative system will serve as a unified platform for data ingestion, analysis, and correlation, acting as a centralized repository for all bomb data. It will empower investigators to identify patterns within past cases and extract intelligence from the knowledge repository. The National Security Guard’s National Bomb Data Centre (NBDC) holds the critical responsibility of being the National Improvised Explosive Device (IED) Repository and functions as the Nodal Agency for all IED blast incidents in the country. Its pivotal role includes conducting Post-Blast Operations Assessments (PBOA), analyzing and linking IED data, utilizing fingerprinting techniques, and disseminating crucial information to Security Agencies. This contribution is integral to enhancing national security and preventing terrorist activities.
Moreover, Amit Shah will inaugurate the Plaque of Raksha Shakti School and participate in an interactive session with the students from Raksha Shakti School and Agniveers.
Raksha Shakti School, designed after the model of a residential Sainik School mission, has been launched. This initiative, a one-of-a-kind in the country, has been started under the overall guidance of Gujarat Chief Minister Bhupendrabhai Patel, and is currently being implemented by Education Minister Rushikesh Patel, and the Education Department of Gujarat. Under this program, children aged 10 years and above will pursue academic courses, training, and discipline that will prepare them to join Rashtriya Raksha University after 10+2 or compete for direct recruitment at the feeder level in our CAPFs, CPOs, and SPOs. This project is currently being implemented in Gujarat, and the plan is to initiate the same in Arunachal Pradesh, Uttar Pradesh, Karnataka, and Puducherry, where RRU campuses are located.
