In a significant step towards modernising financial governance and improving administrative transparency, the Department of Posts on Friday organised a high-level workshop on “One State One GST” in Ahmedabad to prepare officials for the rollout of a unified GST framework across postal operations in Gujarat.

The workshop, inaugurated by Postmaster General Krishna Kumar Yadav, brought together senior postal administrators, accounts officers and departmental heads to create awareness about the new integrated tax management system aimed at simplifying financial processes within the Department.

Held amid India’s rapid push towards digital governance and streamlined compliance systems, the initiative is expected to transform the way GST-related operations are handled across postal divisions.

‘Historic Step Towards Transparency And Efficiency’

Addressing officials at the inaugural session, Krishna Kumar Yadav described the “One State One GST” framework as a landmark administrative reform that would bring greater simplicity, accountability and operational consistency.

“Until now, variations in GST-related operational procedures were observed across different Divisions. However, under the new system, a unified framework will now function across the entire state,” he said.

“This will make accounting, tax compliance, invoice management, and financial reporting simpler and more effective. This new system would significantly enhance administrative efficiency, save time, reduce errors, and strengthen accountability,” he added.

The Postmaster General stressed that the initiative was not merely a procedural change but a major structural reform aligned with evolving economic and technological requirements.

“One State, One GST is not merely an administrative reform, but a historic step toward establishing simplicity, transparency, uniformity, and efficiency in operational procedures,” Yadav said.

One GST Registration For Entire State

Officials explained that under the earlier system, separate GST and GST-TDS registrations existed for individual Drawing and Disbursing Officers (DDOs), often leading to fragmented compliance and operational complexities.

Under the new framework introduced by the Postal Directorate, each state will now operate under a single integrated GST registration for the Department of Posts.

For this transition, the Department has secured a centralized PAN structure linked to respective GST registrations, enabling better coordination and centralized compliance management.

Authorities said the reform would ensure more effective utilization of Input Tax Credit (ITC), streamline tax payments, simplify documentation and improve financial accountability across the department.

Experts Explain New GST Framework

During the technical sessions, Senior Accounts Officer B. Shiva Kumar and Chartered Accountant Consultant Nirmal Bhandari conducted detailed presentations on GST regulations, compliance procedures and operational implementation.

The workshop covered several critical aspects, including:

  • Comparative analysis of old and new GST systems
  • Classification of supplies and GST applicability
  • Input Tax Credit eligibility and restrictions
  • Documentation and ITC claim processes
  • CGST Rules 42 and 43 categorisation
  • Common credit identification and blocked credit analysis
  • Monthly filing cycles and non-compliance implications
  • TDS provisions under GST

Senior Accounts Officer Pooja Rathore delivered the welcome address and outlined the structure and objectives of the workshop.

Building Awareness In A Changing Digital Economy

Officials said the awareness programme reflects the Department’s broader effort to align with India’s evolving digital and financial ecosystem, where transparency, integration and compliance are increasingly becoming central to public administration.

Senior postal officers from Ahmedabad City, Gandhinagar, Mahesana, Sabarkantha, Patan and Banaskantha divisions, along with accounts and administrative officials, participated in the workshop.

Experts believe such reforms could significantly improve the efficiency of public sector financial systems while helping departments adapt to the growing demands of technology-driven governance.
