In a strong demonstration of cooperative federalism and national security integration, the Indian Army’s Konark Corps and the Government of Gujarat jointly organised a Civil–Military Fusion Conference at the Gujarat Secretariat on Saturday. The initiative marked a decisive step toward deepening operational coordination and mutual understanding between the armed forces and state administration.

The session was co-chaired by Major General Gaurav Bagga, General Officer Commanding, 11 RAPID (H), and Nipuna Torwane, Additional Director General of Police and Ex-Officio Principal Secretary, Home Department, Government of Gujarat. Senior representatives from over a dozen key departments — including Education, Revenue, Narmada Water Resources, Health, Urban Development, Energy, Ports, and Sainik Welfare — participated actively in the brainstorming sessions.

Addressing the gathering, Major General Gaurav Bagga underscored the importance of institutional synergy, saying: “The strength of our nation lies in seamless coordination between the military and civil administration. Through structured dialogue and collaboration, we can ensure rapid response, stronger preparedness, and holistic national development.”

Echoing the sentiment, Nipuna Torwane highlighted the state’s commitment to deepening its partnership with the armed forces.

“Gujarat has always valued the spirit of service and discipline embodied by our soldiers. Today’s forum reflects our shared vision of safety, welfare, and efficient governance — working together for a secure and resilient society,” she said.

The conference agenda covered multidimensional themes, including security coordination, CBRN (Chemical, Biological, Radiological, and Nuclear) preparedness, veterans’ welfare, and resolution of local administrative issues. The deliberations were outcome-driven, aiming at time-bound redressal and interdepartmental convergence.

The event emerged as a vibrant platform for dialogue, clarity of roles, and collective problem-solving — reaffirming the Civil–Military Fusion as a cornerstone of India’s “Whole of Nation” approach to national security and welfare.

“This liaison initiative stands as a testament to the unity of purpose that defines India’s march towards stronger governance and national preparedness,” concluded Major General Bagga.
