Armed with the Comptroller and Auditor General’s (CAG) reports, Gujarat State Scheduled Caste Welfare Committee said that there are lapses in the implementation of 7 per cent reservations in jobs and promotions for Dalits in universities and higher education institutions.
The committee cited the CAG’s report and noted that after studying the implementation of the reservation police, it has observed that it is not being followed.
“It has been noted that vacancies meant for SC candidates are being filled by open category in case of not getting SC candidates. Universities can conduct the process again to get SC candidates. Moreover, universities need to ensure implementation of 7 percent reservation in promotions of higher education staff,” the committee said.
The committee also flagged the large number of vacant posts meant for Scheduled Caste (SC) members in universities.
It said that universities are not filling vacancies of Class IV workers according to the reservation policy and have instead outsourced them. “Instead of outsourcing, government needs to employ SC candidates according to the standard policy,” the committee’s report says.
Citing an example, it said that in Kutch University, laboratory assistants posts reserved for SC candidates, after not being filled for three-four years, were abolished. The committee wanted such actions to be prevented and ordered a review of all abolished posts and filling them with SC candidates.
