The Rashtriya Raksha University (RRU) has taken an initiative to conduct one-day capacity building programme workshop on Police-Academia Interaction Forum (PAIF) Projects on Saturday. 13 Research Projects were assigned by Gujarat Police to Rashtriya Raksha University, National Forensic Sciences University and Gujarat National Law University.
The projects ranges from the study on the impact of various interventions of Government of Gujarat on crime against women; impact on children; organized crime gangs in Gujarat, etc., to the investigation burden on police officers; impact on quality of investigation due to technological intervention; transparency and accountability in police; measures to ensure reduction in road accidents which emphasis’s on CCTV camera-based enforcement as key intervention and other inter-related areas. The project highlights 4-D i.e. (Deterrent, Delay, Denial, Detection) effect of photo-based enforcement system in Gujarat, etc. These 13 projects have been entitled one principal investigator each who are the faculties from Rashtriya Raksha University and through this workshop they presented their work and inputs regarding 6 out of 13 projects, with a view that the rest 7 projects may be similarly presented in another edition of this workshop in near future.
The event was illuminated with the address, entailing ideas and experience of illustrious dignitaries, the Vice Chancellor of Rashtriya Raksha University, Professor (Dr) Bimal N Patel; Dr Anand Kumar Tripathi, Pro-Vice-Chancellor, RRU; Dr Dimpal Raval, Faculty of Law, Dean of Extension & Distance learning division RRU; Siddharth Khatri, (Retd IGP), Consultant, CTMRS, RRU; Dr Amarnath Mishra, Associate Professor (Forensic Sciences) RRU; Dilip Kumar Shahi, Field and Training Instructor, RRU; Mahesh Tripathi, Assistance Professor (Psychology) RRU; Narsimha N Komar, ADG, Gujarat Police.
The event began with the inaugural address of Dr Anand Kumar Tripathi, Pro-Vice-Chancellor, RRU where he mentioned that these projects were introduced after discussion with DGP, Gujrat police in 2018. He focused on the importance of coming together of all the criminal justice mechanism for effective redressal system. He said that we should not always rely on mere letters in law but the very spirit it entails. He added that this must be done by the police as well as the public and this can be possible only when the public is reasonably aware.
He said further that through these projects, universities can play their role of imparting research and academic support whenever needed to the responsible institutions. In his words, “Law sometimes creates complexities in justice, it should be practical oriented, and universities can offer this very approach with their research.” He stated that universities are not an institution of just providing the degrees instead they have an active role to play.
The event furthered with the presentation by Dr Dimpal Raval, Dean, Extension and Distance Learning at RRU, underlined the safety need for the women of society and what commitments are still needed for that from political and other spheres.
Siddharth Khatri, Retd. IGP, addressed the audience regarding the perspective on road accidents by presenting a comparative picture of India with the other countries, with the help of various data, videos and reports. He laid emphasis on the deficiency of accident-emergency-response from the society as well as the medical and other institutions and stated the dire need to bring about rigorous measures against it. To ensure this, he coined 5 Es of road safety: Education, Enforcement, Engineering, Environment and Emergency Care.
Prof (Dr) S Shantakumar, Director, Gujarat National Law University, appreciated the initiative of RRU and its continuous efforts with Police Forces and said that the university is modal for the whole nation. He further stated that GNLU is always willing to support whenever needed.
In continuation, Narsimha Komar, ADGP, Gujarat Police addressed the event and discussed the objective of the above-mentioned PAIF projects and urged the faculties, the researchers, the dignitaries and the citizens to come forward and give in their contributions to make the initiative more holistic in approach. He further laid down the detailed picture of Gujarat Police, its present constitution and the structure so that, the participating universities can have a better picture of what is the present scenario and what is needed in future and where they can contribute through their academic research and the possible areas where they can contribute for the modernization of the Police forces.
Furthermore, he appealed the academia to offer suggestions for the effective implementation of these projects and affirmed that his institution is willing to offer any kind of support the academia wants from their side to ensure a safer society to the people of Gujarat.
Prof (Dr) Bimal N Patel, Vice-Chancellor, Rashtriya Raksha University, also a member of National Security Advisory Board, emphasized the mandates of each participating university and stated that it is not sufficient to have the technology and infrastructure but also the idea and thoughts behind it so that those facilities can be effectively implemented, and this can be achieved with the efforts of the academia, i.e., the universities.
He further focused on the need to use the data made available to the researchers in these projects, reasonably to its full extent so that their research can have the credibility which is a major concern when any kind of research work is taken into consideration. Concluding his address, he urged for active participations of academia and ensured full support from the RRU if anyone wants to join the research projects or offer any kind of suggestions.
