With an aim to focus on encouraging innovations in the fields of security, the Rashtriya Raksha University (RRU) on Thursday signed a memorandum of understanding with the Goa Police to enhance the capabilities of its police force through training, education and research.

On behalf of the RRU, the MoU was signed by the Vice Chancellor Prof Dr Bimal N Patel and Additional Director General of Goa Police, Omvir Singh Bishnoi, IPS in virtual mode, in the presence of DIG HQ Ajay Sharma.
The event was graced by Dr. Dharmeshkumar D. Parajapti, Registrar, RRU; and Dr. Jasbirkaur Thadhani, University Dean, along with School Directors of the University. Representing Goa Police were distinguished officials, including Alok Kumar, IPS, Director General of Police (DGP); DIG Range Varsha Sharma; and Ajay Krishan Sharma, IPS, DIG.
Professor (Dr.) Bimal N. Patel, Vice-Chancellor of RRU, emphasized the importance of this collaboration as Goa emerges as a hub for the digital economy. He stated that the partnership aims to address several critical areas that will not only improve public safety but also foster innovation in policing practices.
Professor Patel further stated the advantages that Goa Police will gain from this collaboration. He noted that RRU’s existing partnerships with other state police forces, central armed police forces, and international security agencies will provide valuable resources and expertise to enhance the operational capabilities of Goa Police.
“The purpose of this MoU is to synergize the expertise of the Rashtriya Raksha University with the aim to undertake up-skilling and training programs and encouraging innovations in the fields of security in general and research, innovation, incubation, training and online education,” the statement added.
During the event, the Director General of Police (DGP) of Goa expressed a keen interest in providing internship opportunities for students from RRU. This initiative is expected to foster practical learning experiences for students while simultaneously offering valuable support to law enforcement officials through training programs tailored to their needs.
“This collaboration outlines a comprehensive approach to strengthening the Goa Police force through education, specialized training, and applied research. By combining academic expertise with practical policing needs, this partnership will enhance the capabilities of the Goa Police, ensuring that they remain at the forefront of effective and modern law enforcement strategies,” the police said.
This collaborative agreement aims to bolster various critical areas within policing and security in Goa. The MoU outlines several key focus areas that will benefit from joint efforts between RRU and Goa Police:
- Tourism and Hospitality Policing: Enhancing safety measures for tourists and ensuring a secure environment in hospitality sectors.
- Cybersecurity and Digital Crimes: Developing strategies to combat cyber threats and digital criminal activities.
- Coastal and Maritime Security: Strengthening security protocols along coastal areas to protect against maritime threats.
- Narcotics and Anti-Drug Operations: Collaborating on initiatives aimed at combating drug trafficking and substance abuse.
- Financial Fraud Detection & Cryptocurrency Investigations: Establishing frameworks for identifying financial crimes including fraud related to cryptocurrencies.
- Unarmed Combat and Self-Defense Techniques: Providing training programs focused on self-defense for law enforcement personnel.
- Women’s Safety and Gender Sensitization: Promoting initiatives aimed at enhancing women’s safety through awareness programs.
- Community Policing and Public Engagement: Fostering stronger relationships between police forces and the communities they serve.
- Foreign Language Training: Offering language training programs to better communicate with diverse populations visiting or residing in Goa.
