The Gujarat government has set up a committee to deliberate on economic revival measures, including fiscal restructuring, in the post-COVID-19 pandemic scenario and provide comprehensive suggestions.

According to a government spokesperson, the decision to constitute the committee was taken by Chief Minister Vijay Rupani on Wednesday.
The six-member committee will be headed by former Finance Secretary, Government of India, Dr Hasmukh Adhia.
Other members of the committee include Prof. Ravindra Dholakiya, Ex-Professor, IIM-A; Mukesh Patel, Senior Tax Consultant; Pradeep Shah, Financial Expert; Kirit Shelat, IAS (Retd.) and M. Thennarasan, VC and MD, GIDC, will be the member secretary of the committee.

It is to be noted here that the state government headed by the Chief Minister has taken several welfare measures in areas of food security, healthcare and sector-specific activities. However, the COVID-19 pandemic has affected the state and its economy to a large extent. The demand and supply chain have been crippled and the informal sector and the MSMEs have taken a major blow. Gujarat has a large migrant workforce. However, the pandemic has compelled them to return to their respective home states. The disruption caused by COVID-19 has affected an industrially developed state like Gujarat, which has in turn affected the nation too.

Secretary to the CM Ashwani Kumar said, “The committee headed by Dr. Adhia will submit a comprehensive action plan with necessary inputs within one month and an interim report will be submitted within two weeks. The committee will assess sectoral and sub-sectoral losses and provide necessary measures for revival. The committee will also review the fiscal status and budgetary position of Gujarat and provide suitable suggestions for improvement. This will include revising and revision of fiscal deficit estimate and the current tax administration in the post-COVID-19 scenario.”

In addition to that, it will analyse the availability of labour and provide necessary recommendations to improve labour availability in the state considering a large scale movement of migrant workers to their respective home states amidst the pandemic. Further, it will devise a strategy to create an ambient environment to attract foreign companies looking to relocate their base from other countries. It will also provide a comprehensive action plan (immediate, medium term and long term) for economic and fiscal revival.

Collectors to implement time-bound plan to send labourers back to their native states
In a chaired by Chief Minister Vijaybhai Rupani thanked the PM for the announcement of Rs 20 lakh crore relief package to revive the economy at the 7th video conference of the cabinet meeting held on Wednesday.

Following the detailed announcement of this package by Union Finance Minister Nirmala Sitaraman, it was also discussed in the Cabinet meeting that the benefits of this package should reach the small and medium enterprises, including trade and industry and needy people across the state as soon as possible. Discussions were also held at the state cabinet meeting on deciding the strategy for implementation of the package in the state.

Deputy Chief Minister Nitinbhai Patel and Minister of State for Home Pradipsinh Jadeja from Gandhinagar and other Cabinet Ministers from district headquarters joined the meeting.
The Chief Minister also reviewed the Covid-19 infection spread in the state and the health measures taken to prevent transmission. Also, implementation of lockdown, as well as the district-wise review of the system of free distribution of food grains from government, approved fair price shops were also reviewed.

The Chief Minister also directed the District Collectors to execute a plan to send other state labourers back to their home state in a stipulated time. These labourers stuck in towns like Surat, Ahmedabad, Vadodara, Rajkot and most of them belongs to states like UP, Bihar, Odisha, and Jharkhand.
Chief Secretary Anil Mukim, Director-General of Police Shivanand Jha and other senior secretaries joined the meeting from the Tapi hall of Swarnim Sankul in the Secretariat.

State operates 262 trains for 3.9 lakh migrants
Chief Minister Vijay Rupani on Wednesday claimed that the state government has operated 262 labour trains for 3.9 lakh migrant workers to enable them to reach to their native states, a senior official said.

Secretary to the CM Ashwani Kumar said, “640 labour trains were operated across India until yesterday. Gujarat has operated 41% of the total labour trains, i.e 262 labour trains, to ensure the safe return of 3.9 lakh migrant workers. Gujarat is the only state in India to cross a three-digit figure in operating labour trains. 37 trains will operate today for U.P, Bihar, Orissa, Madhya Pradesh and Chhattisgarh for 56,700 migrant workers.”

Out of the 37 trains that will operate today, 27 trains will leave for UP, 5 for Bihar, 3 for Orissa, 1 each for M.P and Chattisgarh. Out fo this, 10 trains will be operated from Ahmedabad, 3 from Vadodara, 12 from Surat, 4 from Rajkot, and the remaining from other districts.
Drones, hydrogen balloons to be extensively used in red zones and containment areas
Director-General of Police Shivanand Jha said that drones and hydrogen balloons equipped with CCTV cameras come handy in monitoring the movement of people in red zones and containment areas. The hydrogen balloons equipped with a PTZ Camera and 2-3 still cameras will be installed at certain heights for effective surveillance. These cameras are IP based cameras and can be easily accessed from the control room as well as from mobile phones used by authorities.

Jha said that a total of 23025 people have been arrested for 12,636 offences to date. Meanwhile, under the Smart City and VISWAS project, 96 individuals have been arrested for 81 crimes reported through the CCTV network tallying up to 4352 individuals for 3211 crimes. Additionally, 694 crimes have been registered so far and 957 people have been arrested through CCTV surveillance in residential societies.

Similarly, for spreading fake messages and rumors through social media, so far 778 crimes have been registered and 1,599 accused have been arrested. 737 accounts have been blocked so far. 6,518 offenses have been registered so far through videography, automatic number plate recognition (ANPR) and camera mounted special ‘Prahari’ Van.
