Centre for Border Management and Intelligence Studies (CBMIS) under School of Internal Security and Police Administration (SISPA), Rashtriya Raksha University (An Institution of National Importance under the Ministry of Home Affairs, Government of India) organized a Certificate Course on ‘Police Intelligence and Tactical Operations-Strengthening India’s Internal Security’ on last Tuesday, March 22.

It was organised for the Police Personnel from the rank of Police Sub-Inspector to the rank of DIGs from all over India. Out of 29 police officers, 3 female police officers from SP Rank participated in this programme, says a release.
The Inaugural Session was opened by Prof. (Dr.) Bimal N Patel, Vice-Chancellor, Rashtriya Raksha University. In his Address, Prof. Patel mentioned about the critical role played by Intelligence in Policing, decision-making, planning, strategic targeting and crime prevention. He explained the worth of valuable intelligence in tactical operation determines the success of any operations conducted by the Police or other law enforcement agencies. Prof Patel emphasised upon the responsibility of Intelligence services in gathering information and monitoring the actions of the hostile persons and groups. He also mentioned about how the University is working to create specialised cadre of intelligence in near future to strengthen the vision of Sashakt Bharat.
Dattatray Padsalgiker, Deputy National Security Advisor, National Security Council Secretariat in his inaugural speech placed emphasis on the availability of intelligence at local level which has to be tackled, observed & interpreted by the police as Intelligence gathering at local level plays a significant role in countering a vast gamut of national security challenges i.e. cross border crimes, terrorism, Left-wing extremism, north-east insurgency, anti-national activity, anti-social, detecting crime etc.and also emphasize that “Intelligence is available at Local Level and There is no Substitute to the Intelligence”.
He also mentioned about the Open-Source Intelligence which plays as an integral part of theIntelligence analysis. Padsalgiker shared his experiences and incidents on various cases with the participants and guided them how they should deal with such situations. He also mentioned about the necessity to keep watch on the Digital Media, Local-cable channels, local publications etc. where actionable intelligence can be extracted.
At the end, the event was closed with the Vote of Thanks delivered by Bhawanisinh Rathore, Director, School of Internal Security and Police Administration (SISPA), Rashtriya Raksha University.
