The Office of the Registrar General and Census Commissioner, Ministry of Home Affairs, has announced the launch of a Pre-Test for Census 2027 in select regions of Tamil Nadu, marking a crucial step toward India’s first-ever fully digital Census.
- Exercise to validate digital tools and processes ahead of Census 2027; Krishnagiri, Thiruvallur, and Kancheepuram chosen for pilot run
- Self-enumeration option to open from November 1; field operations from November 10 to 30 under close State–Centre coordination
The pre-test aims to validate the concepts, procedures, questionnaires, and digital tools that will be deployed in the national Census operation. Findings from this exercise will help fine-tune technical and operational frameworks to ensure smoother implementation during the full-scale enumeration.
In Tamil Nadu, three locations have been identified for the pilot:
- Anchetty Taluk in Krishnagiri District (Rural)
- Part of R.K. Pet Taluk in Thiruvallur District (Rural)
- Mangadu Municipality in Kancheepuram District (Urban)
Digital, Data-Driven Framework
The exercise will utilize mobile-based data collection, supported by Digital Layout Maps and real-time monitoring through the Census Management and Monitoring System (CMMMS) portal — a web-based platform developed to track progress and ensure data accuracy.
The first phase, focusing on House Listing and Housing Census, will be held from November 10 to 30, 2025, preceded by a Self-Enumeration window from November 1 to 7, 2025.
Fieldwork will be carried out by trained State Government officials drawn from departments such as Education, Revenue, Health, Sanitation, and Local Bodies, under the supervision of the Directorate of Census Operations, Tamil Nadu, in close coordination with the State Government.
Public Cooperation Key to Success
Citizens in the identified areas are urged to cooperate fully with Census field staff during this preparatory phase. Providing accurate information will help enhance the effectiveness of digital tools and streamline the process for the nationwide rollout in 2027.
Officials said this pre-test is not merely a technical exercise but a strategic milestone in modernizing one of the world’s largest administrative undertakings. It will shape the digital workflows, training modules, and operational standards that will define India’s Census operations in the coming decade.
