Union Home Minister Amit Shah on Tuesday chaired successive high-level security review meetings with senior officials from the Ministry of Home Affairs, Delhi Police, Intelligence Bureau and the National Investigation Agency — ordering an all-out hunt for those behind the deadly car explosion near the Red Fort in New Delhi.

“Instructed them to hunt down each and every culprit behind this incident. Everyone involved in this act will face the full wrath of our agencies,”  Shah posted on X after the meetings.

The explosion, which ripped through a Hyundai i20 near the Red Fort metro area on the evening of November 10, caused multiple casualties and widespread shock across the capital. The case has been registered under stringent anti-terror provisions and handed over to the National Investigation Agency (NIA) as investigators probe whether the blast was part of a larger, coordinated terror design. Prime Minister Narendra Modi, who was visiting Bhutan, condoled the loss of life and said those responsible “will be brought to justice,” while keeping in close contact with Home Ministry officials.

Mounting evidence — nationwide arrests and explosives recoveries

In fast-moving developments over the past 48 hours, agencies across states have reported a string of arrests and major seizures that point to an active, trans-state terror network:

Large explosives and bomb-making material recovered: Jammu & Kashmir and Haryana police teams seized hundreds of kilograms of suspected ammonium nitrate and timers in Faridabad during operations linked to suspects being probed for terror ties. Forensic teams are analysing the materials to establish any direct connection to the Red Fort explosion.

Doctors and professionals under scrutiny: Investigations have led to the arrest and questioning of several professionals — including doctors from Jammu & Kashmir — suspected of being part of an interstate module allegedly linked to outfits such as Jaish-e-Mohammed and Ansar Ghazwat-ul-Hind. Police sources say the probe uncovered a worrying “white-collar” recruitment pattern and logistical networks spanning states.

Gujarat ATS arrests ISIS-linked suspects: The Gujarat Anti-Terrorism Squad announced the arrest of three individuals allegedly planning nationwide attacks; weapons and materials were recovered during the operation. Authorities say some arrested suspects had been conducting reconnaissance of targets and may have external handlers.

Delhi Police have invoked the Unlawful Activities (Prevention) Act (UAPA) in the FIR, signalling the gravity of the probe and enabling specialised counter-terror measures. Security has been stepped up at sensitive locations nationwide — railway stations, airports, major religious centres and border points — as agencies track leads and arrest suspects linked to multiple cells.

Centre’s action: command, coordination and forensics

Mr. Shah’s review meetings involved the Union Home Secretary, the Director of the Intelligence Bureau, the Director General of the NIA, the Director General of the NSG and senior forensic officials. The Home Minister directed round-the-clock coordination between central and state agencies, rapid forensic analysis of recovered materials and accelerated interrogation of detained suspects to close the investigative net quickly. Officials say the emphasis is on mapping the full network — financiers, handlers, logisticians and strike teams — and on preventing follow-on attacks.

Political reactions — opposition demands answers, ruling party stresses swift action

The blast has provoked sharp political responses. Rahul Gandhi called the incident “extremely heartbreaking and concerning,” urging a swift, transparent investigation and accountability where lapses are found. Arvind Kejriwal described the attack as “extremely alarming,” pressing authorities to explain how security around high-risk heritage zones and crowded markets failed and demanding an immediate probe into any negligence. Both leaders stressed victims’ rights and the need for systemic security fixes.

Ruling party spokespeople defended the ongoing probe and the government’s counter-terror posture. Senior BJP leaders reiterated that the ECI and security agencies must be allowed to investigate without politicisation and highlighted the rapid multi-state arrests and seizures as proof of robust action. Home Ministry sources say political leaders on all sides have been kept briefed as the investigation proceeds.

What happens next — legal and security contours

Investigators continue to piece together forensic evidence from the blast site, CCTV and cellphone data, car ownership records and material recovered during raids. The NIA is expected to file a chargesheet once initial forensic links and culpability are established; meanwhile, states have been urged to maintain heightened vigilance and fast-track any local leads. Analysts warn that the evolving probe — with arrests spanning Gujarat, Haryana, Uttar Pradesh and Jammu & Kashmir — could reveal an organised module with cross-border linkages, necessitating long-term counter-radicalisation and intelligence reforms.
