Who ensures that the quality stamped on a product translates into quality consumers can trust? At the heart of that responsibility in southern India is the Bureau of Indian Standards (BIS)—and M.A.J. Vinod, Scientist-F, has now taken charge of a key leadership role that puts certification, conformity assessment and quality enforcement firmly in focus.

Vinod assumed charge as Deputy Director General (DDG), Southern Region, BIS, Chennai, on August 3, bringing nearly three decades of experience across the organisation’s certification, registration, laboratory and administrative functions.
His appointment comes at a time when standards, product quality and conformity assessment are becoming increasingly important across manufacturing, consumer goods and emerging technology-driven sectors.
Three decades inside India’s standards architecture
Vinod joined BIS in October 1996 as Scientist-B and has since served in a wide range of key assignments across its functional domains.
Before taking charge as DDG, Southern Region, he served as Senior Director and Head of the Southern Regional Laboratory (SRL), BIS, Chennai, giving him direct experience in laboratory operations and technical assessment.
His career has also included leadership of the Lucknow and Vijayawada Branch Offices, along with important responsibilities at BIS headquarters.
Among his key headquarters assignments were MARKS-I, dealing with the ISI Mark Scheme, and MARKS-II, handling Registration and the Compulsory Registration Scheme (CRS).
The breadth of these assignments has given him experience spanning certification, registration, conformity assessment, laboratory services and regional and branch-office administration.
Chennai hub oversees vast Southern Region
Vinod’s new responsibility extends well beyond Tamil Nadu.
Headquartered in Chennai, the BIS Southern Regional Office oversees BIS activities across Tamil Nadu, Kerala, Karnataka, Andhra Pradesh and Telangana, besides the Union Territory of Puducherry and the island territories of Andaman & Nicobar Islands and Lakshadweep, as well as Goa.
The geographical and industrial diversity of the region makes the DDG’s role particularly significant, encompassing a broad spectrum of manufacturing, certification, testing and conformity-assessment requirements.
With his experience across BIS’s technical and regulatory functions, Vinod brings institutional familiarity to a region where ensuring adherence to prescribed standards is central to consumer protection and industrial quality.
Experience to strengthen quality and conformity drive
His extensive exposure to the ISI Mark Scheme, Registration and CRS, coupled with laboratory and regional administration experience, is expected to strengthen the implementation of BIS programmes across the Southern Region.
His appointment also places renewed emphasis on the effective coordination of certification, laboratory services and conformity-assessment initiatives across the region.
As DDG, Vinod brings to the position institutional knowledge accumulated over nearly 30 years, together with experience of working at both headquarters and field-level establishments.
His assumption of charge is expected to further strengthen BIS’s efforts towards quality assurance, standards compliance and conformity assessment across the Southern Region.
