The Gujarat government on Thursday kicked off its 12th Annual Chintan Shibir at Shrimad Rajchandra Ashram, Dharampur, bringing together Chief Minister Bhupendrabhai Patel, state ministers, senior IAS officers and top bureaucrats for a three-day high-level retreat aimed at reimagining governance strategies.
From Collective Thinking to Collective Growth: The Vision Ahead
Under the theme “Samuhik Chintan thi Samuhik Vikas taraf” (From Collective Thinking to Collective Development), the conclave will focus on building a governance model that is sensitive, transparent and powered by technology — reflecting the government’s continued commitment to inclusive and responsive administration.
The agenda includes key themes such as nutrition and public health, environmental sustainability, green energy, public safety, diversification of service sectors, capacity building for a modern Gujarat, and strengthening public-service delivery frameworks.
Conclave Format — Strategic Brainstorming, Inclusive Reflection
Over 240 senior government officials, including cabinet ministers and IAS/IPS officers, are participating in the retreat. The sessions are designed to combine expert lectures, group discussions and collaborative planning, aiming to chart a roadmap for Gujarat’s next phase of development and public welfare.
Reflecting on the origins of the exercise, the government notes that the first Chintan Shibir was introduced in 2003 — during the tenure of then Gujarat Chief Minister Narendra Modi — to promote citizen-centric governance and move away from rigid bureaucratic structures.

With growing demands on public services, evolving socio-economic challenges and the need for environmental stewardship, this Chintan Shibir aims to deliver a governance blueprint that balances development with inclusivity, sustainability and transparency. Stakeholders hope that insights from the Dharampur conclave will translate swiftly into action plans that benefit citizens across Gujarat.
