The Government has notified the Ex-servicemen (Re-employment in Central Civil Services & Posts) Amendment Rules, 2026, under Article 309 of the Constitution, marking a significant milestone in strengthening post-service rehabilitation and second-career pathways for defence personnel.

  • Historic amendment places Military Nursing Service personnel at par with all ex-servicemen

The amendment revises Rule 2(c)(i) to explicitly include personnel who have served in any rank—combatant or non-combatant—in the Regular Army, Navy or Air Force, as well as the Military Nursing Service (MNS) of the Indian Union, within the statutory definition of ex-servicemen for re-employment in Central Civil Services.

Formal Recognition for Military Nursing Service

The move decisively removes the earlier ambiguity surrounding the status of MNS officers, who, despite being commissioned officers, were often unclear about their eligibility for re-employment benefits extended to other veterans.

By formally recognising MNS personnel under the re-employment rules, the amendment widens the rehabilitation net and ensures equitable access to second-career opportunities for a vital segment of former defence professionals who have served the nation in uniform.

Under the amended Rule 2, Clause (c), the definition of ‘ex-servicemen’ now expressly lists the Military Nursing Service of the Indian Union alongside the Regular Army, Navy and Air Force. The provision applies to all personnel who have served in any rank, whether combatant or non-combatant.

The amendment came into force immediately upon publication on February 9, 2026.

Key Benefits Now Available to MNS Personnel

With this notification, MNS personnel are formally entitled to the full spectrum of re-employment benefits, including:

  • Reservation Quotas: 10% in Group ‘C’ and 20% in Group ‘D’ Central Government posts
  • Age Relaxation: Deduction of years of military service plus three additional years from the actual age for civil employment eligibility
  • Employment Priority: Equal consideration with other ex-servicemen by the Union Public Service Commission (UPSC) and the Staff Selection Commission (SSC)
