Gujarat could be sitting on an under-explored Buddhist tourism opportunity spanning ancient heritage, international pilgrimage, archaeology, hospitality, research and community-based tourism, if a proposal by the Sanghakaya Foundation to create a dedicated Buddhist Heritage Council gets government approval.

The Sanghakaya Foundation has proposed the establishment of a ‘Gujarat Buddhist Heritage & Global Buddhist Tourism Development Council’ in partnership with the Tourism Department, Government of Gujarat, and Gujarat Tourism, seeking to place the State’s Buddhist legacy more prominently on the global tourism map.

The proposal follows the recently concluded 7th International Buddhist Conference on Buddhist Heritage in Gujarat, organised by the Foundation with the support and cooperation of the Gujarat Tourism Department, Government of Gujarat, and the International Buddhist Confederation under the Ministry of Culture, Government of India.

The proposed Council is envisaged not merely as a tourism body but as a platform linking heritage conservation, archaeological development, international Buddhist tourism, infrastructure, investment, academic research, cultural exchange and peace initiatives.

The proposal is subject to consideration and approval by the Gujarat Government.

Gujarat’s Buddhist trail waiting to be discovered

The Foundation has identified a wide network of Buddhist heritage locations across Gujarat, including Devni Mori, Vadnagar, Vallabhipur, Junagadh, Uparkot, Khambhalida, Sana Caves, Talaja and Siyot.

The proposition is that these sites need to be viewed not as isolated archaeological destinations but as components of an integrated Buddhist tourism circuit.

That could mean better visitor infrastructure, interpretation centres, museums, digital documentation, trained guides, hospitality facilities and carefully planned pilgrimage routes — while ensuring that conservation remains central to tourism development.

The Foundation believes a coordinated approach could bring Gujarat’s Buddhist heritage to a much wider international audience.

A global Buddhist bridge from Gujarat

One of the more ambitious elements of the proposal is a Gujarat Global Buddhist Partnership, envisaged as a platform bringing together Buddhist countries and countries with significant Buddhist heritage.

The proposed network could include Thailand, Sri Lanka, Myanmar, Vietnam, Cambodia, Laos, Bhutan, Nepal, Japan and South Korea.

According to the Foundation, such partnerships could facilitate international tourism cooperation, cultural exchanges, academic collaboration, heritage conservation and joint tourism initiatives.

The economic possibilities are equally significant.

International Buddhist visitors can generate demand across a much wider ecosystem — accommodation, food and beverage, local transport, tour operators, handicrafts, cultural products, interpretation services and wellness and meditation facilities.

For rural and semi-urban areas surrounding heritage sites, such tourism could potentially create additional opportunities for local communities and MSMEs.

Master Plan–2040 on the drawing board

The Foundation has proposed an initial task force to prepare a Gujarat Buddhist Heritage & Global Buddhist Tourism Master Plan–2040.

The proposed blueprint could cover:

  • comprehensive heritage-site mapping;
  • conservation and infrastructure requirements;
  • Buddhist tourism circuits;
  • international partnerships;
  • investment opportunities;
  • digital documentation;
  • skill development; and
  • sustainable, community-based tourism.

Bhante Prashil Ratna Gautam, Founder President, Sanghakaya Foundation, said Gujarat possessed a Buddhist heritage capable of contributing significantly to the State’s tourism and economic development.

“Our proposal is to bring heritage, tourism, international cooperation and local development together through a structured platform.”

With the support of the Gujarat Government and Gujarat Tourism, he said Gujarat could attract more Buddhist pilgrims, scholars and international visitors while creating opportunities for local communities, MSMEs, hospitality businesses and tourism-related services.

Gautam added: “The proposed Council can provide a long-term framework for developing Buddhist tourism circuits, improving visitor facilities, encouraging investment and building international partnerships.”

He said the objective was to preserve Gujarat’s Buddhist legacy while making it a source of sustainable economic and tourism opportunities for the State.

From peace walk to pilgrimage corridor

The international conference also moved beyond the conference hall.

An International Peace Walk was organised in Surat, carrying the message of peace, compassion, harmony and human unity.

Following the conference, the international delegation visited Buddhist heritage and cultural destinations in Gujarat. Delegates paid homage to sacred Buddha Relics in Vadodara and visited Dandi Kutir in Gandhinagar.

The delegation also held discussions with Dr Kuldeep Arya, IAS, Secretary, Tourism, Government of Gujarat, and Dr Vipin Garg, IAS, Managing Director, Tourism Corporation of Gujarat Limited, on promoting Gujarat’s Buddhist heritage and strengthening its international tourism profile.

Those discussions also saw proposals for a major International Buddhist Conference in Vadnagar and an International Peace Walk connecting Vadnagar, Gandhinagar and Vadodara.

If taken forward, such initiatives could give the State an opportunity to combine heritage tourism with a distinctive peace-and-wellness tourism proposition.

The business of preserving heritage

The proposal’s significance extends beyond attracting pilgrims.

The Foundation envisages investment in tourism infrastructure, hospitality facilities, meditation centres, museums, interpretation centres, cultural products and pilgrimage amenities.

Such an ecosystem could create demand for local accommodation, restaurants, transport operators, artisans, guides, event organisers and other tourism-linked services.

But the commercial opportunity will have to be balanced against the sensitivities of archaeological and religious heritage.

The central challenge will be to ensure that increased footfall does not compromise the very heritage that attracts visitors in the first place.

That makes conservation, carrying capacity, visitor management and community participation as important as marketing.

Can Gujarat turn heritage into a global proposition?

The Sanghakaya Foundation has offered to support the proposed initiative as an institutional, knowledge and international-coordination partner, subject to the guidance and approval of the Gujarat Government.

For Gujarat, the proposal presents a potentially distinctive tourism proposition: not simply Buddhist pilgrimage, but a connected experience of archaeology, history, spirituality, peace, wellness and local enterprise.

The State already has an established tourism identity built around heritage, culture and pilgrimage. A coordinated Buddhist tourism strategy could add another international dimension — provided the proposed vision is translated into credible conservation plans, visitor infrastructure, international marketing and community participation.

The bigger opportunity, therefore, may lie not in creating another tourism destination, but in connecting the destinations Gujarat already possesses into a story that the world has yet to fully discover.
