NE DEFENCE BUREAU

NEW DELHI, SEPT 5

What good is an indigenous rifle if the ammunition feeding it remains dependent on an external supply chain? That strategic question is gaining a decisive answer as Adani Defence & Aerospace and Indo-Russian Rifles Private Limited (IRRPL) have entered into a five-year agreement for the supply of indigenously manufactured 7.62×39 mm small-calibre ammunition for the AK-203 assault rifle programme.

The pact marks a significant step beyond simply manufacturing the rifle in India. By linking AK-203 production at Korwa in Uttar Pradesh with Indian-made ammunition, the agreement seeks to create a more integrated domestic supply chain for one of the Indian Armed Forces’ key assault-rifle programmes.

The development strengthens the broader Aatmanirbhar Bharat push in defence manufacturing, with India progressively seeking to build not merely individual weapons platforms but the industrial depth required to support them through indigenous production.

When the rifle and its ammunition come under one Indian roof

Under the agreement, Adani Defence & Aerospace will supply 7.62×39 mm ammunition to IRRPL for five years, providing an Indian source for ammunition required by the AK-203 programme and supporting continuity of supply over the contract period.

The significance lies in the integration.

IRRPL manufactures the AK-203 in India, while Adani Defence produces the ammunition in India. Together, the two capabilities create a more complete domestic ecosystem around the rifle.

The move also comes as Adani Defence expands its small-calibre ammunition manufacturing capabilities. Its 500-acre ammunition complex at Kanpur is designed to produce small-, medium- and large-calibre ammunition, while its small-calibre facility has already commenced production. Adani has described the Kanpur complex as one of South Asia’s largest integrated ammunition manufacturing facilities.

Korwa’s AK-203 gets an indigenous ammunition backbone

IRRPL was established as an India-Russia joint venture for indigenous production of AK-203 assault rifles at Korwa in Amethi district, Uttar Pradesh.

The Government of India had signed a contract with IRRPL in December 2021 for 6,01,427 AK-203 assault rifles, with production planned at the Korwa facility. The joint venture brings together Indian defence public-sector entities and Russian partners.

The Ministry of Defence has described the indigenisation of the AK-203 as a step towards self-sufficiency in assault rifles for the Indian Defence Forces, in keeping with the Aatmanirbhar Bharat objective.

The latest ammunition agreement adds another critical layer to that localisation journey.

Beyond Make in India: building the ecosystem behind the weapon

The strategic importance of the pact goes beyond a five-year commercial supply arrangement.

Modern defence preparedness depends not only on platforms and weapons but also on the availability, reliability and continuity of the components and consumables that keep them operational.

By creating an Indian ammunition source for the AK-203, the agreement strengthens the domestic depth of the small-arms supply chain and potentially reduces dependence on external sources for a critical operational requirement.

It also fits into Adani Defence’s wider strategy of building capabilities spanning small arms, ammunition, missiles, unmanned systems and aerospace technologies, with an emphasis on domestic manufacturing and an Indian supplier ecosystem.

From an imported design to an increasingly Indian ecosystem

The AK-203 itself is the product of India-Russia defence cooperation, but its journey in India increasingly reflects a localisation model in which foreign-origin platforms are supported by growing Indian manufacturing capabilities.

The Government had earlier noted that the IRRPL facility at Korwa was established for indigenous production of the rifle and that indigenisation would contribute to self-sufficiency in assault rifles.

The ammunition agreement takes that philosophy a step further: the rifle may have Russian roots, but an increasingly important part of the production and sustainment chain is being built in India.

That is the larger story behind the pact—a gradual transition from simply making a weapon in India to building the industrial ecosystem needed to keep that weapon supplied, supported and battle-ready from within the country.
