In a sweeping administrative reset aimed at placing experienced officers at the helm of critical power, urban, rural development, health, industry and welfare institutions, the Gujarat Government on Tuesday ordered the transfer and reassignment of 28 IAS officers across the State.
The large-scale reshuffle, notified by the General Administration Department, has brought significant changes in the leadership of key power utilities, municipal corporations, development agencies, welfare bodies and district administrations.
Several officers have also been moved to new assignments after their services were placed at the disposal of the respective departments for appointment to key posts, while a number of additional charges have been relieved.
Power sector gets major leadership overhaul
Gaurangbhai H. Makwana, IAS (RR:GJ:2012), Director of the Gujarat Energy Development Agency (GEDA), Gandhinagar, who was also holding charge as Managing Director of Uttar Gujarat Vij Company Ltd. (UGVCL), has been transferred and appointed Managing Director of UGVCL.
- J. Rathod, IAS (SCS:GJ:2018), Director, Skill Development, has been transferred for appointment as Managing Director of Dakshin Gujarat Vij Company Ltd. (DGVCL), Surat.
- D. Chudasma, IAS, Resident Additional Collector, Valsad, has been transferred for appointment as Managing Director of Pashchim Gujarat Vij Company Ltd. (PGVCL), Rajkot.
Meanwhile, D. K. Patel, IAS, Officer on Special Duty, Commissionerate of Geology & Mining, has been transferred for appointment as Director of GEDA, Gandhinagar.
Urban administration sees major reshuffle
Prabhav Joshi, IAS (RR:GJ:2014), Municipal Commissioner, Junagadh Municipal Corporation, has been transferred for appointment as Joint Managing Director, Gujarat Industrial Development Corporation (GIDC), Gandhinagar.
He will be succeeded as Municipal Commissioner, Junagadh Municipal Corporation, by I. R. Vala, IAS, Secretary, Sports Authority of Gujarat.
- J. Prajapati, IAS (SCS:GJ:2018), Municipal Commissioner, Porbandar Municipal Corporation, has been transferred and appointed District Development Officer, Amreli.
Suthar Raj Rameshchandra, IAS (RR:GJ:2019), Chief Executive Officer, Surat Urban Development Authority (SUDA), has been transferred for appointment as Municipal Commissioner, Porbandar Municipal Corporation.
Smit Santosh Lodha, IAS (RR:GJ:2019), District Development Officer, Dahod, has been transferred for appointment as Deputy Municipal Commissioner, Surat Municipal Corporation.
- A. Gandhi, IAS, Joint Director, Directorate of Civil Supplies, has been transferred for appointment as Regional Commissioner of Municipalities, Vadodara.
- N. Kuchara, IAS, Director, District Rural Development Agency (DRDA), Arvalli-Modasa, has been transferred for appointment as Regional Commissioner of Municipalities, Rajkot.
Mahesh Shantilal Jani, IAS (Selection:GJ:2019), Chairman, Gujarat State Social Welfare Board, has been transferred for appointment as Mission Director, Gujarat Urban Livelihood Mission.
District administration gets fresh appointments
The reshuffle has also brought new officers to several key district-level positions.
- P. Joshi, IAS (SCS:GJ:2021), Managing Director, PGVCL, Rajkot, has been transferred and appointed District Development Officer, Devbhumi-Dwarka.
- K. Brahmbhatt, IAS (SCS:GJ:2021), Managing Director, Gujarat Medical Services Corporation Ltd., has been transferred and appointed District Development Officer, Gandhinagar.
Hiren Jitendrabhai Barot, IAS (RR:GJ:2022), Project Administrator, Tribal Area Sub Plan (PA-TASP), Arvalli-Modasa, has been appointed District Development Officer, Dahod.
- S. Jhala, IAS, Joint Managing Director, Tourism Corporation of Gujarat Ltd., has been appointed District Development Officer, Dangs-Ahwa.
Health, welfare and rural development portfolios restructured
- P. Pandya, IAS (SCS:GJ:2021), Registrar of Cooperative Societies, has been transferred for appointment as Managing Director, Gujarat Medical Services Corporation Ltd.
- H. Patel, IAS, Additional Collector (Irrigation), Vadodara, has been transferred for appointment as Managing Director, Gujarat Scheduled Castes Development Corporation.
- K. Joshi, IAS, Comptroller of Household to the Governor of Gujarat, has been transferred for appointment as Managing Director, Gujarat Unreserved Educational & Economical Development Corporation.
- S. Prajapati, IAS, Additional Collector (Narmada), Vadodara, has been transferred for appointment as Managing Director, Gujarat State Rural Development Corporation Ltd.
- K. Brahmbhatt’s transfer to Gandhinagar district administration also opens the way for M. P. Pandya to take charge of the Gujarat Medical Services Corporation.
Skill development and employment administration also sees change
- B. Rathod, IAS, Chief Executive Officer, Gujarat State Waqf Board, has been transferred for appointment as Director, Skill Development, Gandhinagar.
He succeeds K. J. Rathod, who has moved to the leadership of DGVCL.
- K. Vastani, IAS, Director, DRDA, Rajkot, has been appointed Director of Employment and Training, Gandhinagar.
- G. Patel, IAS, Joint Commissioner, Regional Vishreshan Committee, Surat, has been appointed Additional Rural Development Commissioner, Commissionerate of Rural Development, Gandhinagar.

The Government has also:
- Continued B. N. Patel, IAS, as Executive Director, Gujarat Gas Ltd., with the post being separately equated with an equivalent IAS cadre post.
- Continued V. K. Jadav, IAS, as Director, Developing Castes Welfare.
- Transferred M. K. Joshi, IAS, Secretary, Gujarat Panchayat Service Selection Board, for appointment as Chief Executive Officer, Development Support Agency of Gujarat (D-SAG).
- Transferred C. B. Ganatra, IAS, Personal Secretary to the Minister of State for Water Resources and Water Supply, for appointment as Managing Director, Gujarat State Civil Supplies Corporation Ltd.
- Transferred B. K. Joshi, IAS, Executive Director, GIDC, for appointment as Registrar of Cooperative Societies.
The transfers and appointments were ordered by the General Administration Department by order and in the name of the Governor of Gujarat.
The reshuffle comes at a time when Gujarat’s administrative machinery is simultaneously handling expanding urbanisation, infrastructure demands, power-sector growth, rural development, welfare delivery and industrial expansion—making the new postings crucial to the pace and execution of governance across the State.
