Justice goes digital: National Tele-Law Consultation 2026 to shape India’s tech-driven legal future

In a major push to strengthen technology-driven access to justice, the Department of Justice India will host the National Consultation 2026 under the Tele-Law initiative on March 29 at Vigyan Bhawan, New Delhi.

The Consultation, part of the DISHA (Designing Innovative Solutions for Holistic Access to Justice) Scheme, is aimed at fostering policy dialogue, stakeholder engagement, and innovation in legal service delivery.

The event will be graced by the Vice-President of India as the Chief Guest, with Arjun Ram Meghwal attending as the Guest of Honour.

The programme will begin with ceremonial proceedings, including the National Song, National Anthem, and lighting of the lamp, followed by a special segment marking 150 years of “Vande Mataram”, celebrating its cultural and historical significance.

A Welcome Address by the Secretary, Department of Justice will set the tone for the Consultation, followed by the felicitation of dignitaries.

A key highlight will be the launch of the “Voice of Beneficiaries” Booklet 2025–26, capturing real-life stories of individuals whose lives have been transformed through Tele-Law services—underscoring the impact of digital legal access at the grassroots level.

This will be complemented by a comprehensive presentation on the progress of the DISHA Scheme across India, along with live interactions with Tele-Law Panel Lawyers, Village Level Entrepreneurs (VLEs), and beneficiaries, offering first-hand insights into the initiative’s reach and effectiveness.

The programme will also spotlight Pro Bono initiatives by Delhi-based law colleges, where faculty and students will share experiences of delivering community-based legal services, highlighting academia’s role in expanding access to justice.

Knowledge & Innovation Launches

A major feature of the Consultation will be the unveiling of several technology-driven and knowledge-based initiatives:

  • White Paper Release: Emerging from a prior Technical Session, the document will present insights, recommendations, and best practices to strengthen Tele-Law services, enhance institutional coordination, and support evidence-based policy formulation.
  • Nyaya Setu – AI Chatbot & Mascot: The Consultation will mark the launch of Nyaya Setu, an AI-powered chatbot designed to act as a digital bridge between citizens and legal services, offering instant, user-friendly legal guidance.
    Accompanying it will be the Nyaya Setu Mascot, aimed at boosting awareness and engagement, especially among rural and digitally underserved populations.
  • NLU Delhi Comic Books: A series of legal awareness comics, developed with National Law University Delhi, will simplify complex legal concepts into engaging, easy-to-understand narratives, particularly for youth and first-time users.

The Consultation will feature an address by Arjun Ram Meghwal, who will share perspectives on advancing access to justice through digital innovation and governance reforms, followed by the keynote address by the Vice-President of India, outlining the broader vision for inclusive, technology-driven justice delivery.

The programme will conclude with the National Anthem and National Song, followed by High Tea.

The event is expected to witness participation from around 1,200 attendees, including representatives from the Supreme Court e-Committee, National Legal Services Authority, members of the Bar, government counsels, Tele-Law Panel Lawyers, VLEs from Common Service Centres (CSC), and leading academic institutions such as the Faculty of Law (University of Delhi), NLU Delhi, National Forensic Sciences University, and Vivekananda Institute of Professional Studies. Stakeholders from across the country will also join virtually.

The National Consultation under the Tele-Law Programme marks a significant step in bridging the justice gap, reinforcing the Government of India’s commitment to awareness, capacity-building, and technology-enabled service delivery, while shaping the future roadmap for last-mile access to justice.
