In a significant stride for regional security cooperation, Rashtriya Raksha University (RRU), in partnership with the Maldives Police Service (MPS) and the National College of Policing and Law Enforcement (NCPLE), has successfully concluded a high-level training programme on Advanced Digital Forensics and Incident Response (DFIR) in Maldives. The programme, held from November 15 to 20, 2025, is part of the bilateral framework established under the MoU signed on October 7, 2024, in the presence of Prime Minister Narendra Modi and President Mohamed Muizzu.

A total of 27 mid- and senior-level officers from MPS, NCPLE and other cyber and security units underwent intensive training designed to equip them with future-ready skills to counter cybercrime, manage digital evidence and respond to sophisticated cyber incidents.

Strengthening Regional Cyber Resilience

The inauguration on November 15 was attended by Mr. Ajay Virendrabhai Rajgor, Assistant Registrar (Examination), RRU; Dr. Ravi Sheth, Senior Assistant Professor, SITAICS, RRU; and Vivek Joshi, Assistant Professor, SITAICS and Assistant Director (Training), RRU.
“This programme reflects our continued commitment to strengthen global law-enforcement capacities through applied knowledge and hands-on training,” said Dr. Sheth.
Officers engaged in real-world case simulations, tool-based exercises and forensic analysis drills aimed at boosting operational readiness.

Curriculum: Comprehensive, Contemporary and Practical

The training covered a wide spectrum of emerging cyber investigation domains, including:

  • Core DFIR methodology, evidence acquisition and chain of custody
  • Operating system and file system forensics
  • Memory forensics and malware persistence mechanisms
  • Network forensics, log analysis and attack reconstruction
  • Enterprise-scale and cloud incident response frameworks

“As digital threats grow more sophisticated, law enforcement must be equally agile and well-equipped. This training gives our officers the technical depth and confidence needed to respond to today’s cyber challenges,” said a senior MPS cyber unit official.

Expected Outcomes: Building Skilled Digital Responders

By the end of the programme, officers are expected to:

  • Apply DFIR methodology with internationally accepted best practices
  • Conduct forensically sound evidence collection
  • Identify critical OS-level and filesystem artifacts
  • Analyse volatile memory to detect hidden malware
  • Perform network forensics to trace intrusion paths
  • Implement cloud-scale response strategies for large organisations

The initiative strengthens the Maldives’ ability to investigate and prosecute cybercrime while enhancing interoperability with Indian cyber expertise.

High-Level Engagement with Indian Mission in Maldives

During the programme, on November 18, 2025, the RRU delegation met H.E. G. Balasubramanian, High Commissioner of India to Maldives, along with Deputy High Commissioner Kumar Gaurav.
The High Commissioner praised RRU’s sustained support:
“RRU’s efforts are making a tangible contribution to Maldives’ policing capabilities. Capacity-building in cybercrime investigation is vital for our shared security priorities.”

He also conveyed his warm regards to Prof. (Dr.) Bimal N. Patel, Vice-Chancellor of RRU, and discussed future avenues of collaboration.

A Partnership Anchored in Trust and Shared Security

The successful completion of the DFIR training underscores the strong security cooperation between India and Maldives and reaffirms RRU’s role as a global centre for police and security education. Both nations are expected to expand the scope of such programmes as cyber threats continue to evolve.
