Tamil Nadu Chief Minister C Joseph Vijay’s attempt to convert a post-poll support arrangement into a durable political alliance faces its first major stress test on Wednesday, with the Congress demanding clarity on the 2029 national leadership question and the CPI and CPI(M) choosing to stay outside the formal alliance structure.

The ruling Tamilaga Vettri Kazhagam (TVK) will hold its second coordination meeting with supporting and allied parties at its Panaiyur headquarters at 4 pm, with Vijay in the chair. The meeting is expected to take forward the formalisation of the alliance, finalise a name, work towards a Common Minimum Programme (CMP) and discuss a coordination/steering mechanism ahead of the local body and 2029 Lok Sabha elections. Reports indicate the Congress, VCK, IUML and MDMK will participate, while the two Left parties have decided to stay away.
The political subtext, however, is far bigger than the formal agenda. The meeting has become a test of whether Vijay can keep together parties that support his government but do not necessarily share the same vision of the alliance’s future—particularly over who should lead the national Opposition in 2029.
Congress draws the 2029 red line
The most politically combustible issue is the growing “Vijay for PM” campaign within sections of the TVK. Several TVK leaders have spoken in favour of projecting Vijay as a possible prime ministerial face in 2029, triggering a sharp response from the Congress, which continues to back Rahul Gandhi as the Opposition’s national face.
Tamil Nadu Congress Committee president Manickam Tagore has reiterated that Rahul Gandhi remains the party’s choice for the 2029 prime ministerial race. AICC general secretary K C Venugopal has also stressed that Rahul Gandhi will be the INDIA bloc’s face, signalling that Congress is unwilling to allow the state-level TVK partnership to blur its national position.
Tagore has sought to cool the immediate confrontation, describing the PM-face debate as a matter of the past while confirming Congress participation in the September 9 meeting. But the underlying divergence remains significant.
The tension had escalated after Congress minister S Rajesh Kumar publicly indicated that Congress ministers could consider resigning from the TVK Cabinet if the party did not accept Rahul Gandhi as the 2029 prime ministerial candidate.
Left says: support government, not alliance
The CPI and CPI(M), meanwhile, have drawn a clear distinction between supporting the TVK government and joining its political alliance.
CPI state secretary M Veerapandian said the party would continue its outside support to the government but had decided not to attend Wednesday’s meeting. He said the support was intended to prevent the BJP from gaining power indirectly and expected Vijay to remain committed to secularism and the concerns of workers, farmers and weaker sections.
CPM state secretary P Shanmugam likewise confirmed that his party would skip the meeting while continuing its support to the government. The CPM has maintained that it wants to retain the freedom to raise issues concerning farmers, agricultural workers, labourers and the people of Tamil Nadu independently.
The Left’s position is particularly important because it underscores the difference between legislative stability and electoral alliance-building. The Communists are prepared to help keep the government afloat, but do not want that support automatically converted into an electoral commitment for future polls.
Vijay’s alliance architecture faces first real stress
The September 9 meeting follows the first coordination meeting held in July, which stopped short of formally announcing a new alliance. The latest exercise is expected to give greater institutional shape to the arrangement, including an alliance name, common programme and coordination mechanism.
The Congress, VCK and IUML—already part of the governing arrangement—are expected to attend, while MDMK general secretary Vaiko has confirmed his participation. Vaiko has also publicly praised aspects of the Vijay government, including the live telecast of Assembly proceedings and its stated emphasis on tackling corruption.
For Vijay, therefore, the challenge is to create a structure broad enough to accommodate ideological differences without allowing those differences to paralyse governance or future electoral coordination.
Thin numbers make every ally politically valuable
The stakes are amplified by the government’s dependence on its supporting parties. TVK emerged as the largest party but required outside and alliance support to cross the majority threshold and form the government. The TVK’s own account said Congress, VCK, IUML and Left parties together helped take the coalition tally to 121, above the 118-seat simple-majority mark.
That arithmetic gives every supporting bloc leverage. The Congress is indispensable to the government’s political stability; VCK and IUML add to the coalition’s social and electoral breadth; MDMK brings an established Dravidian political legacy; while the Left can provide issue-based legislative support without formally joining the government.
The real agenda: Can Vijay hold the rainbow together?
The immediate question may be the alliance’s name and CMP. The larger question is whether Vijay can separate state governance from national political ambitions sufficiently to prevent the “Vijay for PM” campaign from becoming a fault line inside the government.
The TVK has attempted damage control by describing pro-Vijay-for-PM statements by individual leaders as their “personal opinions”, while Congress has sought to keep the focus on Rahul Gandhi for 2029.
Wednesday’s meeting will therefore be watched less for ceremonial unity and more for political signals: whether Congress gets sufficient reassurance, whether the Left’s outside support remains dependable, how much space MDMK receives in the proposed structure, and whether Vijay can turn a numerically necessary coalition into a politically coherent one.
For the new ruling party, this is no longer merely an alliance-coordination exercise. It is Vijay’s first major test of coalition statesmanship—and of whether his Tamil Nadu-first mandate can survive the competing ambitions already gathering around it.
