Prime Minister Shri Narendra Modi today chaired the fifth National Conference of Chief Secretaries, a flagship governance forum bringing together top officials from all states and Union Territories in the national capital. The three-day event — running from Dec 26 to 28, 2025 — aims to strengthen cooperative federalism and chart a unified roadmap for national development priorities.

The Conference, held under the overarching theme “Human Capital for Viksit Bharat,” focused on intensifying collaborative action between the Centre and stes to unlock India’s human capital potential and accelerate inclusive, future-ready growth.

In a social media post, the Prime Minister said, “Had insightful discussions on various issues relating to governance and reforms during the National Conference of Chief Secretaries being held in Delhi.”
Deliberations Target Education, Skilling & Innovation
Key agenda discussions highlighted strengthening systems across vital sectors including:
- Early Childhood & School Education
- Skilling and Future Employment Strategies
- Higher Education Reforms
- Sports and Extracurricular Development Initiatives
These areas were identified as essential to build a skilled, productive workforce aligned with India’s aspirations for economic leadership and social equity. (DD News)
In addition to thematic sessions, six special policy workshops explored issues such as deregulation at the state level, leveraging technology in governance, AgriStack for smart supply chains, the “One State, One World-Class Tourist Destination” initiative, Atmanirbhar Bharat & Swadeshi, and planning for a post-extremism future.
Reinforcing Centre-State Teamwork for National Priorities
Senior officials including Chief Secretaries, domain experts, and central leaders engaged in intensive discussions on governance reforms and programme implementation across sectors. The Prime Minister reiterated the importance of a concerted, collaborative policy approach to achieving the country’s development goals.
Officials noted that such structured dialogue strengthens institutional coordination, harmonizes policy priorities, and drives administrative excellence across states — critical for delivering public services effectively.
The Conference is expected to conclude tomorrow with the Prime Minister’s final address, synthesizing outcomes and laying forward action priorities.
