Freedom, for Chief Minister C Joseph Vijay, is not complete if citizens remain captive to corruption. In his maiden Independence Day address from the historic Fort St George, Vijay gave the celebration a distinctly governance-focused thrust, declaring that “eliminating corruption is equivalent to freedom” and positioning clean administration, social justice and people’s welfare at the core of his government’s mission.
Addressing the State on its 80th Independence Day, the Chief Minister promised cooperation with the Union government on administrative matters and people-oriented schemes, while drawing a firm line on Tamil Nadu’s rights and policy interests.

“There must never be any compromise in public life. The welfare of the people is the most important thing. It is on that basis that the Tamilaga Vettri Kazhagam (TVK) government has been functioning.”
At the same time, Vijay made his Centre-State position unequivocal.
“On that same basis, we also maintain administrative cooperation with the Central government regarding people-welfare schemes. But at the same time, when it comes to Tamil Nadu’s principles, the TVK government will always oppose decisions that go against state rights as well as policy decisions that go against Tamil Nadu. There is no second thought about that.”
‘Freedom means freedom from corruption’
The Chief Minister said his government was moving towards a transparent and good-governance model, stressing that leakage of public revenue into private hands would not be tolerated.
“Government’s revenue going to private individual has been prevented and continuous action is being taken to eliminate graft in all departments.”
He said his administration was founded on the principle “All lives are born equal”, and sought to build a system that is transparent, genuine and honest, while confronting bribery, corruption and the drug menace and placing women’s safety and social justice high on the governance agenda.
Vijay also called upon people to develop “zero tolerance towards corruption”, saying the government was working in mission mode to create a corruption-free administration.
“I once again extend my respectful greetings and salute the people of Tamil Nadu who have broken the caste and religious considerations rejecting money and muscle power and gave us an overwhelming support to establish people-centric and social justice government. We are on mission mode to achieve a corruption free government, we want our people to develop zero tolerance towards corruption.”
The emphasis on clean governance echoes TVK’s stated governance agenda, which includes a zero-tolerance approach to corruption and technology-led delivery of public services.
State rights with administrative cooperation
Vijay’s Independence Day message also sought to define the relationship between Fort St George and New Delhi: cooperation where people’s welfare is concerned, resistance where Tamil Nadu’s rights and principles are at stake.
The position is consistent with the Chief Minister’s earlier articulation of cooperative federalism and an empowered States framework, including his call for Union support on development priorities while seeking greater space for State-specific policies.
Without naming any political adversaries, Vijay said forces working against his government would be defeated and conspiracies against the regime would be thwarted.
‘Thaimaman’ gold ring plan gets September launch
In a major welfare announcement, the Chief Minister said the Thaimaman Thanga Mothiram Thittam would be launched on September 15, coinciding with the birth anniversary of former Chief Minister and Dravidian icon C N Annadurai.
The scheme, designed around the Tamil tradition of Thaimaman Seer, envisages a one-gram gold ring for every child born in government hospitals to eligible permanent-resident families in Tamil Nadu. The State has earmarked ₹755.83 crore annually for the initiative. Government records indicate that children born in government hospitals from June 22, 2026, are covered, while the formal launch is scheduled for September 15.
The Tamil cultural dimension of the scheme is significant: the State government assumes the role traditionally played by the maternal uncle in welcoming a newborn with gifts.
Welfare with continuity, not rupture
Vijay said his government would continue and improve welfare initiatives introduced by previous AIADMK and DMK governments, citing programmes such as Amma Canteens and the breakfast scheme for schoolchildren.
Among the measures highlighted were the proposed waiver of agricultural crop loans worth more than ₹5,932 crore, allocation for Kuruvai paddy cultivation and implementation of the Jal Jeevan water-supply project.
The government also plans infrastructure and mobility interventions, including the addition of 300 new buses, while 717 TASMAC liquor shops have been closed, according to the Chief Minister’s address.
Technology gets a seat at the governance table
The Chief Minister also projected technology as a key instrument of administrative transformation, referring to AI-based applications for healthcare services and the digitisation of land records.
The technology-led approach dovetails with the government’s broader stated ambition of making Tamil Nadu a technology and AI powerhouse, alongside the target of transforming the State into a $1.5-trillion economy by 2036.
Vijay reiterated that ambitious economic goal while stressing that the government would function as a servant of the people and called upon citizens to remain actively engaged with the administration to ensure that welfare and development objectives are achieved.
A salute to veterans, freedom fighters and achievers
The Independence Day celebrations also brought a package of enhanced assistance for veterans and freedom fighters.
Financial assistance for the marriage of daughters of ex-servicemen, with up to two daughters eligible, will be increased to ₹50,000 from ₹25,000.
Monthly assistance for differently-abled ex-servicemen and their kin will rise to ₹7,000 from ₹5,000.
The pension for freedom fighters will be increased to ₹23,000, while the family pension for their dependants will rise to ₹12,500.
The Chief Minister also conferred several prestigious State awards recognising excellence and public service.
The Thagaisal Thamizhar Award was presented to former TNCC chief M Krishnaswamy for his contribution to Tamil Nadu and the Tamil community, while the Dr APJ Abdul Kalam Award went to diabetologist Dr V Mohan, received by his daughter. The Kalpana Chawla Award was presented to Navsheen Banu of Coimbatore for bravery.
The Chief Minister’s Best Practices Awards recognised outstanding work in administration and public service, including contributions associated with Chennai Metro Rail and medical professionals at Coimbatore Government Medical College.
Awards were also presented for disability welfare, women’s welfare, local governance and youth achievement, recognising individuals, social workers, institutions, municipalities, town panchayats and young achievers who have contributed to society.
A family moment at Fort St George
For Vijay’s family, the ceremony carried a deeply personal significance. His parents, Chandrasekhar and Shoba Chandrasekhar, were present as he hoisted the National Flag for the first time as Chief Minister.
His mother Shoba Chandrasekhar expressed pride and happiness at witnessing the historic moment and thanked God for allowing her to see her son hoist the Tricolour from Fort St George as Chief Minister.
Actress Trisha, accompanied by her mother, was also present in the gallery and sat beside Chandrasekhar.
From the solemnity of the National Flag ceremony to the Chief Minister’s call for clean governance, the message from Fort St George was unmistakable: the next chapter of freedom, as Vijay framed it, must be measured not only by political independence but by the citizen’s freedom from corruption, injustice, discrimination and bureaucratic indifference.
