Gujarat Chief Minister Bhupendrabhai Patel on Friday advocated the constant modernisation of private security bodies to checkmate crimes and ensure the safety of all stakeholders. The CM also feted the best performers among the private security bodies.
He was speaking at the inaugural ceremony of the 18th Annual Security Leadership Summit of The Central Association of Private Security Industry (CAPSI). The two-day summit is a significant event in the private security domain, convening security experts, professionals and thought leaders from across the globe.
Welfare measures for securities guards
At the Summit, two welfare measures for the securities guards were announced. Yatra.com joined hands with CAPSI to give concession in ticket booking for 1 crore Security Guards & their family members. Also CAPSI tied up with Uttar Pradesh-based RC Infra to construct 500 homes for security guards under the PMAY & this will be replicated by CAPSI in rest of the country.
CM heaps praise on PM Modi’s focus on natioanl security
Gujarat Chief Minister of Gujarat Bhupendrabhai Patel emphasized the pivotal role of peace, security, and safety as foundational elements for a nation’s progress. Patel said, “World leader and visionary Prime Minister of India Narendra Modi has made Gujarat a role model for development by making Gujarat a peaceful and secure state. Gujarat is an industrially developed and manufacturing hub, without the significant contribution of private security in ensuring industrial security and labour harmony this would not have been possible. The annual summit organized by CAPSI in Gujarat is a timely initiative, aligning with Prime Minister Modi’s vision to transform the nation into a developed entity by 2047.”

Emphasizing the importance of a secure society, the Chief Minister underscored the role of the security sector in the face of emerging challenges such as cybercrime and evolving lifestyles. He commended the government’s proactive steps in addressing these challenges and noted the development motto—Sabka saath, sabka vikas, sabka vishwas, sabka prayas—as a guiding force for the collective progress witnessed over the past decade. The Chief Minister also highlighted the efforts to elevate security education, citing the launch of new courses under the Prime Minister’s guidance. Notably, the transformation of RRU (2010 to present) into a renowned institution for defense, security, and strategic studies, securing the status of national importance, was cited as a testament to the country’s advancements in the defence and security sectors. The Chief Minister emphasized the need for all sectors to continuously upgrade themselves with the latest technologies in this era of rapid change.
On this occasion, Gen (Dr) VK Singh, Union Minister of State, Ministry of Road, Transport and Highways and Ministry of Civil Aviation said in his video message, “The Private security industry is largest one contributing to the Nation’s security. I wish CAPSI for holding this important summit in Gujarat. Private Security sector has been helping the Government in many ways, like employment & easing the burden of law enforcing agencies.”
Kunwar Vikram Singh, Chairman CAPSI & APDI said, “For the last 18 years we have been working in tandem with the union and State Governments and getting their support. Our Private Security guards is the largest second force in the world and also second largest sector offering employment in the country after the construction sector. Crises bring out challenges to us and also the best latent talent among us. We have been closely working with the Ministry of Home Affairs, Rashtriya Raksha University to plan strategy for imparting training to the Security Guards to senior officials in our sector as well as a rehabilitation scheme for Agneeveers is on the anvil which will be a game changer. Out of over 35,000 security agencies in India, 6,000 are in Gujarat because of its high industrialisation.”
Prof (Dr) Bimal N Patel, Vice-Chancellor, Rashtriya Raksha University said, “In order to train the security guards to become professionals, under the visionary Union Home Minister Amit Shah. RRU will import training to all security personal in the private sector by 2030. This private security business is worth Rs. 1.5 lakh crore as of now and growing. Hence, the force must be continuously upskilled. We ought to give due importance to them. Every person working in the Privet Security Sector must have unique licence number linked with the AADHAR, so that they get due recognition and authenticity. With an employment capacity that surpasses five times the number of police personnel, the private security sector plays a crucial role in ensuring the safety and security of the populace. It is the imperative need to accord absolute importance to the growth stories emanating from the private security industry, particularly its forefront position in personal security provision.”
Lt. Gen. A B Shivane, PVSM, AVSM, VSM (Retd), Former DG Mechanised Forces Indian Army & Strike Corps Commander in his address on “War and Peace in the 21st Century Challenges and Lessons for the National Security” dwelt at length on continuous evolving of planning and strategies by deploying the advancements in science and technology with humane touch.
Dr Shamsher Singh, DG of Police (Law & Order) advocated for the establishment of a Security Guard Welfare Fund, mirroring the support provided to police and military personnel. He proposed an annual recognition program, endorsed by both CAPSI and police authorities, to honor outstanding security guards. Singh emphasized the need for a shift in societal perception, urging the public to accord security guards the respect they deserve.
Anil Pratham IPS, DGP Police Reforms, HH HE Maharani Radhika Raje Gaekwad of Baroda, Kanti Bhai Patel, President Federation of Industries & Association, Gujarat, Mahesh Sharma, Secretory-General SSSDC & CAPSI, Vikram Mahurkar, Vice Chairman, Capsi & SAG president and others were also present at the event.
