Can Gujarat’s next investment story be bigger than attracting capital — can it turn the state into a launchpad for the industries that will shape India’s global future?

That was the central question behind the Vibrant Gujarat Global Summit 2027 curtain-raiser held at Bharat Mandapam in New Delhi, where Gujarat unveiled an ambitious investment pitch built around policy stability, speed of execution, skilled manpower, infrastructure and emerging technologies.

Chief Minister Bhupendra Patel called upon investors and business leaders to become partners in building “Viksit Gujarat 2047”, urging them to make every investment an instrument of development, every industry a source of employment and every innovation a strength for India.

The event also sought to reposition the Vibrant Gujarat Global Summit — launched in 2003 — not merely as an investment summit, but as a global platform for trust-building, knowledge sharing and future-oriented industrial partnerships.

Patel said the summit, conceived under the leadership of Prime Minister Narendra Modi, had sent a clear message to the world: where there is stability in policy, transparency in decision-making and speed in administration, investors are naturally attracted.

From Vibrant’ to future-ready

The Chief Minister said Gujarat had built an ecosystem in which investors receive more than land and infrastructure — they also find policy stability, transparency, speed, skilled manpower, trust and security.

He pointed out that the state had already demonstrated its strength in traditional industries and was now preparing to take the lead in the industries of the future.

The 2027 summit, to be held under the theme “Viksit Gujarat–Shaping Global Future”, will focus particularly on emerging sectors such as semiconductors, fintech, green hydrogen and artificial intelligence, alongside green growth and Gujarat’s wider economic strengths.

“Vibrant Gujarat Global Summit has become a symbol of the global investors’ trust in Gujarat and a platform for knowledge sharing,” Patel said.

He recalled that Modi had initiated the summit in 2003 with the innovative idea of connecting global investors with Gujarat.

Over the past 25 years, he said, the summit had evolved into a platform reflecting Gujarat’s continuous development journey and the growing confidence of investors from India and abroad.

Patel said Gujarat had not limited its development model merely to roads, electricity, water and industry. Instead, it had sought to create an ecosystem based on “development with delivery”, combining infrastructure with governance and execution.

The Chief Minister also said Gujarat was leading the country in attracting foreign direct investment (FDI) and was now preparing to establish leadership in future industries.

The ‘seven streams’ of the next Gujarat

Patel said Gujarat was fully prepared to translate into action the seven-pronged development vision announced by the Prime Minister on Independence Day.

The state, he said, would seek to combine its strengths in manufacturing and diamonds, agricultural productivity, technological innovation, connectivity through Gati Shakti, defence manufacturing, green and blue economies, and cultural soft power.

The objective is to use the 2027 summit to give fresh momentum to each of these seven streams and strengthen Gujarat’s contribution to the vision of a developed India by 2047.

Patel described Modi as one of the foremost visionary leaders of the 21st century and said there was growing confidence that seemingly impossible tasks could be transformed into achievable national goals.

He said Gujarat had witnessed that transformation closely and had translated the Prime Minister’s mantra of “do what you say” into action through the Vibrant Gujarat platform.

‘Vision without execution is just a speech’

Deputy Chief Minister Harsh Sanghavi put the state’s investment proposition in unusually direct terms while inviting investors and entrepreneurs from India and abroad to participate in the summit.

“Execution without vision remains only a speech, and execution without vision is merely a rush. Gujarat has presented an excellent example of precise vision and rapid execution before the entire country.”

Sanghavi said mutual trust between the government and industry had been the biggest pillar of Gujarat’s uninterrupted economic growth.

Under Patel’s leadership, he said, the government was functioning not merely as an administrator but as “Team Gujarat”, seeking to understand industry’s ideas and requirements and create new opportunities.

He cited the growth of Gujarat’s economy from approximately Rs 1.42 lakh crore in 2002–03 to around Rs 27 lakh crore today.

Despite accounting for about 5% of India’s population and 6% of its geographical area, Gujarat contributes approximately 8.2% of the country’s GDP and around 18% of total manufacturing output, he said.

The state has attracted USD 74.6 billion in FDI, while Gujarat’s ports handle more than 40% of India’s cargo, Sanghavi added.

Investors want security. Gujarat says it delivers

Sanghavi assured investors that Gujarat was committed to providing both security for investment and attractive returns.

He said that over the past 25 years there had not been a single instance in which the government had failed to fulfil an incentive commitment it had made to industry.

In another indication of the state’s push for faster administration, he said the daily clearance of incentive files by the Industries Department had increased from 160 to 395, with a target of reaching 500 files a day shortly.

“From semiconductors to ports, Gujarat has become the first choice of investors, reflecting 25 years of unbroken trust,” Sanghavi said.

He invited investors to become partners in the state’s next phase of growth through Vibrant Gujarat Global Summit 2027.

Mandaviya pitches the industries of tomorrow

Union Minister Mansukh Mandaviya urged investors to explore opportunities in green hydrogen, hydrogen storage, data centres and semiconductors, and participate actively in the 2027 summit.

He said Gujarat’s culture itself was rooted in entrepreneurship and business, while its positive outlook and tradition of commerce had helped establish it among India’s leading investment destinations.

Gujarat, he noted, had embraced change for centuries and had remained connected to trade, entrepreneurship and international commerce from the era of Lothal to the present.

He said each successive Vibrant Gujarat summit had expanded investment opportunities and strengthened investor confidence, while Gujarat’s industrial ecosystem now offered significant opportunities not only to Indian entrepreneurs but also to multinational companies.

Mandaviya also pointed to the resilience of the Indian economy amid global uncertainties following the COVID-19 pandemic, the Russia-Ukraine conflict and instability in West Asia.

He urged investors to view Vibrant Gujarat Global Summit 2027 not simply as another summit, but as an important platform to understand future opportunities and become partners in Gujarat’s development journey.

Global footprint, rising export power

Chief Secretary M K Das said Vibrant Gujarat Global Summit had played an important role in giving Gujarat’s development model a new global identity.

He said the state’s GSDP in rupee terms had increased around 20-fold over the past 20 years, while Gujarat’s current economic growth rate was approximately 10–11%, with stronger growth expected during the current financial year.

DPIIT Secretary Amardeep Singh Bhatia highlighted Gujarat’s industrial growth and its increasingly strong image as a policy-driven state.

ASSOCHAM President Nirmal Minda said Gujarat had attracted approximately USD 51 billion in FDI between October 2019 and March 2026.

The state’s exports had reached around USD 55 billion by June 2026, accounting for approximately 27% of India’s total state-wise exports, he added.

Additional Chief Secretary, Industries and Mines Department, Mamata Verma, highlighted Gujarat’s evolution from an ancient maritime trading centre to an important component of today’s global supply chain.

The big pitch: invest in the next Gujarat

The New Delhi curtain-raiser brought together leading industrialists, investors and senior representatives of the Central and Gujarat governments.

For Gujarat, however, the event was about more than showcasing past achievements.

It was a pitch for the next 25 years.

The state is seeking to leverage its established industrial base while simultaneously positioning itself in semiconductors, AI, fintech, green hydrogen, data centres, defence manufacturing and sustainable growth.

The underlying message was unmistakable: Gujarat no longer wants to be seen only as a place where investors put money; it wants to be the place where the next generation of Indian and global industries takes shape.

The success of Vibrant Gujarat Global Summit 2027 will ultimately be measured not by the size of the stage or the number of investment announcements, but by how effectively those commitments translate into factories, jobs, technologies, exports and durable economic value.

And that is the real test of Gujarat’s next investment chapter.
