In a significant step towards building a future-ready policing ecosystem, Rashtriya Raksha University (RRU) and the West Bengal Police have formalised a landmark institutional collaboration aimed at strengthening internal security through advanced capacity-building, professional training and operational excellence.
The Memorandum of Understanding (MoU) was signed in the presence of Chief Minister Suvendu Adhikari, Prof. (Dr.) Kalpesh H. Wandra, Pro-Vice Chancellor of Rashtriya Raksha University, Dr. Jasbirkaur Thadhani, Dean (Academics), RRU, and Director General of Police Siddh Nath Gupta, along with senior officials from the state police and the university.
Addressing the gathering, the Chief Minister underscored the growing importance of continuous professional development and institutional collaboration in modern policing. He observed that evolving internal security challenges demand a structured and forward-looking approach to capacity-building and stressed that the partnership would facilitate systematic upskilling and reskilling of police personnel through access to advanced academic resources, specialised training modules and world-class institutional infrastructure.
He further highlighted the need to integrate technology-driven policing practices to enhance efficiency, responsiveness and accountability in law enforcement.
Providing an overview of the University’s national outreach, Prof. (Dr.) Kalpesh H. Wandra said Rashtriya Raksha University has established collaborative linkages with police forces across 27 States and Union Territories, contributing significantly to capacity-building initiatives across the country.
He highlighted the University’s distinctive TREE+CI framework — Training, Research, Education, Extension, Consultation and Innovation — which serves as the foundation of its academic and professional engagement with policing institutions.
Prof. Wandra noted that RRU functions through 11 specialised schools and eight campuses, offering more than 60 diploma, undergraduate, postgraduate and doctoral programmes designed to meet the multidisciplinary demands of contemporary policing by blending academic excellence with field-oriented training.
He added that the collaboration reflects a shared commitment to advancing the principles of SMART policing — Strict, Modern, Accountable, Responsive and Tech-savvy — while supporting national initiatives such as Mission Karmayogi and the vision of Viksit Bharat @ 2047.
Under the partnership, the two institutions will jointly design and deliver customised capacity-building programmes aligned with the operational requirements of the West Bengal Police. Key focus areas include implementation of newly enacted criminal laws, specialised professional training and enhancement of domain expertise.
The training modules will encompass critical areas such as counter-terrorism, cyber-enabled threats, disaster management, investigation procedures and public order management, while also promoting joint research, knowledge exchange and policy-oriented studies to strengthen evidence-based policing.
The collaboration is expected to facilitate the adoption of national best practices in law enforcement by leveraging RRU’s academic expertise and institutional resources.
The initiative marks a major milestone in strengthening institutional capabilities and fostering a culture of continuous learning within the policing system. By combining academic rigour with practical training frameworks, the partnership seeks to empower police personnel to effectively respond to increasingly complex and evolving security challenges.
